as david ariosto reports, the answers are complicated and controversy. controversial. >> imagine if delaware up and disappeared, the entire state vanishing under the waves with nothing but sun and sea. this isn't delaware but an area the size of it slowly sank and disappeared in louisiana where coastal erosion is the greatest danger if there's another katrina type storm. this is an area you see land, this is all bayou here, those are people's homes they used to barbecue and hang out here and exchange crabs and oysters and now this is all water. essentially the water has rushed over the course of several decades and eroded a lot of the natural coastal barriers that used to be here to protect the communities from storm surges. when hurricane katrina barreled ashore that lack of marsh allowed for further devastation. some parts of louisiana are actually considered more vulnerable. the reason those natural barriers have continued to erode and in the town of burse, only a scattering of throws remain. here. this is one of the coastal areas which exist in the t

(f) here to see the flag raised for the first time since then. in the late '70s he served as head of the american intersection in havana and a long time critic of the u.s. trade embargo. i met him where he reflected on the importance of normalizing relations. >> it was owonderful morning for me. i've waited all these years. i mean to return. i mean i've been back to cuba many times but to return with normal conditions between the two countries. i had begun to believe it was never going to be in my lifetime. now, wonderfully it's happened. >> when you came here as the head of the intersection, did you think back then that relations would be normalized quickly? >> i was delighted to come back and to become the chief of the intersection under carter. and hoping that i could then help bring about dialogue, discussions, negotiations, and is leading to a great improvement in relations perhaps in time to normalization. unfortunately, there were those in the carter administration who didn't want normalization. then came ronald reagan. he was elected. he

. >> david ariosto joins us now. there's some instances, like you said, companies banning the box. a jurisdiction is banning the box. there's a lot of countries that are not comfortable having this imposed upon. >> an applicant will look to the process and go through several rounds of interviews. that's the process. we go through a waiting process, especially when we have small businesses, each matters so much to a company. once we goet to the point of offering a job, maybe we wouldn't want to offer that job. it's speaking to a largely the small business, but it speaks to process. >> let's talk about the differences between government jobs and private sector, we are not just talking about one or the other. we are looking about 18 states, 400 cities, where they ban the box, where it's in place. four states we look to ban in private companies here. but the average here, we are talking about the united states, which incorporate rates more people than anyone else in the world. at some point they get out of gaol. if those people get out, and there's more roadblocks to getting them reint

david ariosto went there, people leave their homes to be able to sit by the seaside. >> many don't haveoning. the malacon is the stretch four mile stretch along havana's northern edge and people of all stripes go there. we saw people carrying american flags, carrying cuban flags for the first time since 1961, those stars and stripes will be flying over the malacon. we delved into this topic and take a look. bending around havana's northern rim is the famed malacon. a four mile stretch of concrete and asphalt that has long served as a meeting spot for cuba's lovers politicians and musicians. its promenade offers a perch together to rest. this is it, the famed malacon, partially built by the u.s. army corps of engineers, before fidel was a thought in this country. on a good day you can actually pick up radio stations from florida. kids dating and fishermen casting their lines and sometimes talking about politics. and so i sat down with a few cubans to get their take on what this new embassy actually means. >> what do you think of changes between united states and cuba? >> there are change
