from the majesty of lake tahoe to the sobering reality of the contra costa county sheriff's department, that the bright blue waters while inviting are dangerous. >> we are hopefully going to make it through this. >> reporter: yesterday a clear windy afternoon, 30-year-old deputy carlos francies of the contra costa county sheriff's office was on vacation with his family and girlfriend when an afternoon in the sun went sideways. they were 100 yards off el dorado beach when deputy francies saw his sister fall off her kayak. the sister's friend tried to help her but that guy got in trouble, too. that's when deputy francies jumped off his paddle board and started swimming toward the man. but soon, he started struggling. his girlfriend was on her own board and tossed him a life jacket but it was so windy that the life jacket fell short. she watched as deputy francies started to sink. finally, she was able to get to him. but it was too late. he had already gone unconscious. >> we're all devastated. we have lost one of our family members. he was well liked, well respected, hard-working. >> rep
