frank mallicoat. one person was killed, another injured, during that shooting on eastbound i-80 near pinole valley road. kpix 5's anne makovec reports, police don't think it was random. >> reporter: i-80 in pinole was shut down for 6 hours overnight as officers investigated the second shooting to shut down the interstate in less than two weeks. at around 11:00 last night, a man was driving eastbound on 80 near the appian overcrossing when another car pulled up and someone started firing. >> it appears that the car had been shot through the driver's side multiple times. >> reporter: the driver later died at the hospital. a woman passenger was shot in the arm. the shooter is still on the loose. >> it was not a random act of violence. it appears that this vehicle and people inside the vehicle were targeted. >> reporter: meanwhile, the investigation continues into a shooting near i-80 on november 2. about 4 miles away from last night's shooting, a man was critically injured when someone shot up his car in san pablo, bringing rush hour traffic to a standstill with two lanes closed for hours. there is no indication, though

anne makovec... michel >>> deep puddles and downpours. the bay area gets its first soaking of the season and boy it felt good. good afternoon, michelle has the day off. >> i'm frank malecot, the wet weather was a welcome sight to some. >> reporter: good afternoon, we are live here at ca coat ta and pave oh parkway, where blown out fuses have knocked out power. unknown if the heavy rains are to blame for this one. this was a decent overnight storm and if the el nino forecasts hold true, hang on. the first big wet storm of the season made for slow going all over the bay area. this treatment crews were -- tremont crews were clearing out the area. a load of chickens toppled over on 580 westbound. traffic was jammed up from about 3:00 a.m. and it is still trying to recover. rain began in earnest after midnight, this was the scene in pleasanton with heavy band of rainfall coming through at 2:00 a.m. by 3:00 a.m., san jose was getting soaked and the dry ground soaked up the moisture, no problem. by 7:00 a.m., another heavy band of rain slammed the bay area, filling drainage ditches and slowing the morning commute. at one point it took an hour and a half to get from frem

frank mallicoat. 5:29. >>> happening today major traffic disruptions are expected as the next phase of the massive central subway project gets under way in san francisco. kpix 5's annetruction zone. what can commuters expect? >> reporter: it is going to be a real mess around this area. i'm by the caltrain station in san francisco near 4th and king. this is going to affect drivers and muni riders, as well. you can see construction has begun with some of these roadblocks. it's going on for the next eight days. this is going to be a major junction a connection between the central subway and the rest of the muni system. this is a map of the central subway plan which has been under construction. underneath union square for several months, the closures we're talking about eastbound king street between 5th and 3rd and several blocks of 4th street they are going to be shut down starting at 10:00 tonight. workers will be installing track that will connect existing rail lines to the new subway. it's going to impact several muni lines, buses and trains. muni is going to have vehicles to replace them but the bottom line is you can expect some major delays. the closures end a we
