reporter: we're here outside the home of jim foley's parents. the slain journalist last visited here in the summer of 2012, that was just a few months before he was taken hostage. they haven't seen him since. we do know that because of all this they have been very open with the media two years later, they met with the crush of media outside the house to talk about his death at the hands of isis by a man they later learned was jihadi john. john foley says the fact that islamic militant mohammed emwazi may have been killed by an american strike brings the family little solace. he and his wife say rather than focusing on one misguided low level recruit they'd rather have directed at savings james foley and the six other hostages that died at the hands of isis. >> it makes absolutely no difference that he's been killed or may have been killed. the war is ongoing. but honestly i really don't want to talk about it because it glorifies his existence, which facilitates potentially further recruitment. reporter: new hampshire's two u.s. senators maintain

the foley family did try to raise a ransom for jim's release in spite of threats of prosecution.ut because we believed in our government to help, we started much too late and were unable to raise the money to interest isis. the reality is that very few families would be able to raise money actually needed to free their loved ones. our u.s. government also failed to engage at a high level with our allies who also had citizens held by isis. at one point, there were over 20 western hostages held together. and all of them were our allies. in the spring of 2014, a freed french hostage had very specific information from isis to negotiate for our four american hostages and the three british ones. but our government refused to engage with the french or u.k. to save our citizens. the result is that all the european hostages are now home. whereas, our son, the other americans and british were brutally killed. although we had specific information regarding the exact location of their captivity, beginning in the fall of 2013, a military operation was not even attempted until july of 2014, af
