i want to bring in michael higgenbotham. he is a professor of constitutional law in baltimore.my first question to you as we look at these two stories, what is happening in minneapolis and what happened in chicago. some said the one in chicago you can't quite say it is race specifically. but you also can't remove that it is race as well because it is a white officer and a black suspect. what do you make of that? >> well, what i make of it is how you define racism and certainly, the fact that you have a white officer and a black victim clearly indicates that we need to investigate whether race was a factor or not. and so we need to know more information. what was the police officer's motivation? what was the police officer's previous practices? what was the police officer's background? and training? so we need to know more information to determine whether or not race was a factor. but clearly the fact that the police officer was white, the victim was black, certainly requires additional investigation. >> as we are looking at this new poll that we just got in, 49% of americans sa
