kate smith joins us. this is significant. it is important.o came up with their own version of the bankruptcy code back in july 2014, the recovery act. they wanted to be able to restructure, which is a code word for bankruptcy, right? so they wanted to be able to restructure those debts, highly levered, and they need to do that. in february 2015, an appellate court said that is in direct violation of federal law, because federal law says puerto rican debt cannot be impaired. the bankruptcyst code. so now the u.s. supreme court will hear this. this is a huge move and means there is disagreement as to why they were left out of the bankruptcy code to begin with. there are people who are happy new. joe: what is puerto rico's argument that -- what is the counter argument? >> people just think it was left out. this is back in 1984. there was some kind of law. it just said puerto rico can't file for bankruptcy. and nobody knows why. it is so interesting. i am talking to an attorney on this case and he says there is no reason to think this. we can't f

smith,e, we have kate bloomberg' is missable bond reporter.ryone -- bloomberg's municipal bond reporter. everyone saw this coming. what was not completely price and? -- priced in? investorscipal bond were not surprised. look at the bellwether bonds for puerto rico. not too much fluctuation. investors were surprised about this, and the bond insurers. the insurers of the general obligation bonds on the island, bonds that are backed by the general fund of the island, they took a tumble yesterday, about 3% and 4%. people were kind of surprised by that. scarlet: is that justified? puerto rico is going to make good on the general obligation bonds. kate: i spoke to one of the bond insurers. they explained it to me like this. if it is not paid in full. , it is a problem. it is like a red light or green light here. if there is any default on the horizon, that is a red light. it doesn't matter how small it might be. the fact they are already starting to announce slowly, little by little these defaults, it means there is something larger on the horizon.
