mr. donnelly: i rise today to honor the service and sacrifice of indiana service members and their families and all americans who served during the vietnam war, as this year marks the 40th anniversary of the end of that war. mr. donnelly: here's a picture from the indiana historical society of some of the amazing americans who served during that time. tens of thousands of hoosiers bravely answered the call, and they volunteered or were drafted to serve in vietnam in almost every single capacity you could think of. bravely and sadly, 1,243 hoosier soldiers gave their lives in service to our country in vietnam. in vietnam, our vets endured 100-plus-degree heat, monsoon rains, snake-infested rice paddy fields, staggering conditions, incredibly dangerous situations. our service members would rather have been home in terre haute or richmond or indy or evansville or fort wayne, but they served because they love their country and they answered when our nation called them, and their answer was count on me. at the end of the war, many of our vietnam vets didn't receive the welcome home or the recogn

mr. donnelly: it is an honor to follow my good friend, senator hatch from utah, who has done such an extraordinary job representing his state and our country for so many years. mr. president, in just the past ten weeks iran has conducted two ballistic missile tests. these tests are direct violation of united nations security council resolution 1929. despite this flagrant violation, the u.n. has not yet taken collective action to enforce resolution 1929 with increased sanctions against iran. applying sanctions against iran in response to ballistic missile testing would not violate the iran nuclear agreement negotiated earlier this year. new sanctions for this type of behavior are not only allowed under the terms of that agreement, in fact it is critical to the agreement's success that the u.s. be willing to respond to iran's bad behavior. in the face of inaction by the international community, it is critical that the united states take the lead in sending a message to iran that their inflammatory actions have consequences whether under the nuclear deal, u.n. security council resolution 1929 or othe

senator donnelly. >> thank you, mr. chairman. mr.secretary, you said before that none of the european defense ministers has offered to provide troops to creating a safe zone. have you asked any of them to provide troops for creating a safe zone and to provide an area for syrian refugees? >> we've talked to them about all kinds of capabilities -- >> did you ask any of them to provide troops to help create a safe zone? >> we believe that a -- the costs outweigh the benefits of the safe zone so that is not something --? so it's safe to say you've not asked them? >> i've not asked them for forces for that undertaking. i've asked them persistently for forces of all kinds for undertakings where we think the benefits outweigh the costs and there are many of those. >> what are the answers you're getting from the french, the english, the saudi, the jordanians? >> it varies. the french were truly galvani galvanized. i spoke several times to the french defense minister. he came here to the united states and we talked and they're doing a great d

. >> before i recognize senator donnelly, mr. secretary you may want to correct the record. we all knew they were moving back and forth. the decision was not made by the white house to attack them. i think you may want to correct the record because i certainly knew. >> not a matter of correction at all. i can clarify, if that would help. that is the case. commanders air ere able to do is identify those trucks. in a classified setting i can identify how that information was obtained -- which were directly supporting isil. we have and continue to try to withhold attacks upon that part of the general infrastructure energy electricity, water, et cetera, that is also necessary for the people of syria. and we're trying to peel off that which is -- which isil uses and command and controls for its own revenue source. we are now able to make that distinction, which is what enabled the air strikes. and with regard to where that intelligence came from, i would happy to have somebody come up and tell you in a classified manner. >> i would be glad to but i repeat. we knew those fuel truc
