let's break some of this down mark mills and carl jackson. is this ted cruz victory or a donald trump failure here? >> it's a ted cruz victory, but i would be very concerned if i was donald trump's campaign. he's come across, we all know, he's the big guy, he's the big elephant in the room, he's the big winner. will this hurt his per seasona? i believe it will? with rubio coming up so strong, nearly tying him at second, it will give rubio more momentum in new hampshire and probably take donald trump down a notch. >> bob: does this play into at all because he missed the debate or is this because ted cruz plays well with evangelicals? >> maybe both. here's the thing about the entrance polls tonight. networks did entrance polling, asking people when they went into the caucus what they thought. rubio did incredibly well among voters who decided at the last minute. who held off, they were undecided until they walked in. he won the question of elect act, which was interesting, over cruz and trump. momentum. did trump lose it? did cruz do better? cr

and a big night and mark mills and carl jackson. we expected sanders to win big and he did. has anything changed? >> not when it comes to the democrats. once they get to the south and to the midwest, the momentum will start to change and hillary clinton will start gaining her momentum. >> if marco rubio does not win, can he point to last saturday night? >> it was as if the campaign had iowa and didn't know what to do with it. they squandered it and tried to play it close and low key and were caught juf guard. if rubio doesn't recover from this, this will be the week that doomed the campaign. a nonfactor at this point is not going to build any momentum and he had double digits at this point in the race. so that looks like he definitely dit better. and i think he is if there is going to be a governor in the from the kasich to go with the national campaign. and he only one, so we should talk about him. is he an unstoppable force at this point? i am beginning to wonder with the anti-trump lane is a mess. and new hampshire was supposed to bring consolidation and brought us chaos.

we do want to get more insight from our political power panel joining us now, carl jackson, political analyst, radio show host and our political analyst who joins us all the time, mark mills. break down for me a little more with these marco rubio numbers. he's been steadily climbing throughout the night, might overtake trump. >> marco rubio did a terrific job lowering expectations and then exceeding them, apparently, according to this vote, and what keith told us. rubio in entrance polls, polling done when people walk into the caucus instead of when they leave, entrance polling shows that rubio was the winner on the last minute undecideds. he overwhelmingly won that vote, which gives him a tremendous amount of momentum, even after iowa. rubio also won the elect ability question, who is more electable in november. he beat out cruz and trump. if these numbers hold, rubio may be the one with momentum. >> i want to ask you sort of a two-part question here. there are poll numbers and then there are the actual numbers that we see tonight. it looked like donald trump was going to be the clea

jackson. five construction workers earned $150,000 with overtime. and in the cleveland fire department alone, overtime was up 25% compared to 2014. carl is joining us now with new information tonight. carl, businesses can't operate this way. why is the city of cleveland allowing all this overtime. >> reporter: yeah. we want to make it clear, though, there's no reason to believe they didn't actually work the time. if you work the time you should get the overtime. there's a couple of overlying reasons. one is the culture in city hall they expect the overtime and union contracts. overtime is built into the contracts. another reason is there's less employees and more time to go around and workers have to work more hours and reason number 4, a lack of supervision as we showed in the waste collection department. some workers not doing their job and still getting paid overtime and that's why the department recently had 45 people disciplined and their overtime ballooned to 274%. >> denise: wow. >> dan: carl, let's talk about the emt, the paramedic. nobody isn't saying he isn't doing a good job and nothing to indicate he isn't doing a good job
