mr. speaker. mr. speaker, i have the deepest respect for the law enforcement men and women who are tasked with protecting the communities of the pennsylvania fifth congressional district. it is with deep respect that i congratulate titusville police chief gary thomas on his upcoming retirement. chief thomas has served his community for nearly 26 years. after being hired as a patrol man in 1990. thomas is credit with helping fight back against a rise in methamphetamine production in titusville which spread through northern pennsylvania starting in the late 1990's. he worked together with state police and the state attorney general's office to crack down on this plague, and more importantly, he enlisted the help of the titusville community to fight back. after being promoted to police chief in 2009, thomas continued the battle against drugs. this time against bath salts and synthetic marijuana, educating the public on the effect of these drugs and what to look for. the efforts that results in a form of t

mr. speaker. mr. speaker, i rise today to congratulate deana kim, a senior at state college area high school located in pennsylvania's fifth congressional district on earning the national president's volunteer service award. this award honors people across the nation who volunteered 100 hours per year or more in service to their communities. deana has worked for years as a translator for compassion korea, and a former volunteer malaysia in helping teach english to refugee students. she started volunteering when she was in fifth grade. the organization allows people from around the world to sponsor a child in need from another country. deana works to translate letters from children to their sponsor families who korea. deana kim estimates that she has accumulated 600 hours of volunteer service both in state college, her former home in texas, and malaysia. she will graduate this year and plans to attend college majoring in linguist ticks. she's an example of the great contributions young people can bring

mr. speaker. mr. speaker, i also rise today to comment on recent statement made by the leading democrat candidate for president and former secretary of state hillary clinton who just on sunday night on cnn was asked about her policies and she said that she's -- quote, i'm the only candidate which has a policy about bringing economic opportunity, using clean, renewable energy as the key into coal country. because we are going to put a lot of coal miners and coal companies out of business. mr. speaker, we need a president who has an all-of-the-above energy policy, not one who so blatantly discriminates against coal. this attack and war on coal that hillary clinton plans to continue, just like our current president, who devastates our state. we're in a recession in west virginia. we need a president who will fight for our coal miners, promote the all-of-the-above energy policy and utilize our country's natural resources, including coal. this is important to west virginia and everyone in the country. so i

mr. speaker. mr. speaker, i rise today in recognition of world down syndrome day, which seeks to draw awareness to down syndrome and how people with down syndrome play a vital role in our lives, our communities. all of us know someone who lives with down syndrome and we know that in spite of some extra challenges, they live full and robust lives surrounded by family and friends. in order to provide those living with down syndrome and other disabilities the best start possible, i was happy to co-sponsor, along with the majority of my colleagues in the house, the achieving a better life experience or able act. which was signed into law in 2014. this law empowers people with disabilities and their families to create a flexible account to help save for medical and dental care, education, community-based employment, community-based support, training, housing and transportation. my office participates in a congressional internship program for individuals with intellectual disabilities. this program, which is

mr. speaker. mr. speaker, i rise today to honor and to celebrate the life of chris ann vogelpool of galveston. many know chris as the matriarch of the galveston county republican party. chris anne made her way from colorado to galveston where she became chief therapeutic diets tishian in 1950. it was there where she met her uture husband. chris ann didn't waste any time getting involved in the community, and local politics, too. in fact, in 1955, chris ann became one of the founding members of the galveston republican women. from there she solidified her g.o.p. trail blazer status by becoming chairwoman of the galveston republican party, where she built a strong foundation for the party to grow and build on. in addition to her political service, chris ann was an avid philanthropist within the community. one of the organizations she invested her time in was the salvation army. where she joined their county advisory board in 1959. chris ann's unwavering commitment to the betterment of society was a sight

mr. speaker, let me ask you about this most recent upset within the party. mitt romney coming out and saying, look, trump is a fraud. he's playing the american people. has this damaged the establishment or the gop in general or has this been helpful to his corner of the race? >> well, look, i think it probably damaged trump a little bit but damaged romney a lot more. i was with romney and trump in las vegas in 2012 when trump endorsed romney and romney wa e talking about trump as a great job creator. you look at the tape and look at the speech this week which was just over the top. it's perfectly fine for mitt to say he doesn't think trump should be president but his speech was over the top and hurt mitt more than it hurt trump. >> yes. was a lot of talk from viewers who say stop telling me what i'm supposed to say and supposed to think. that's how we got here in the first place. >> i think trump has helped because for a very large number of republicans, maybe as many as 40% of the whole party, there's a sense of the establishment betraying them. this is not
