jackie ward is live with more on today's announcement. jackie? >> reporter: this is startling to know, kenny. some of san francisco's fire safety laws were established more than 100 years ago, and a recent stripping of fires in the mission is part of the relationship that they are bringing the issue to life. lack of fire sprinklers and alarms are some of the issues that they are expecting to focus on. the department's building inspectors, not the fire department, are supposed to be responsible for this but they say they are under staffed and overworked. >> jackie, what is the required law that landlords have to uphold? >> reporter: we're at 22nd and mission. take this building behind me, for example. state and local laws don't require older buildings like this with 16 or more apartment units to even have fire alarms or sprinklers. the buildings should comply with whatever law was established in the year it was built. some of the buildings built in 1906 and 1907, that is the fire safety law they follow. back to you. >> jackie ward, thank you. >>>

kpix 5 reporter jackie ward joins us live in the city to explain why. reporter: it's a problem that's revealed this morning that a lot of prop f supporters are not surprised to hear. the board of supervisors in san francisco released a report last night that showed a lot of people who are renting out their properties or businesses like airbnb aren't registered through the city. that's illegal. people like supervisor david campos are now more than ever convinced that industries like airbnb can't be self-regulated. the city has received a little more than 1600 registration applicants but airbnb says more than 7,000 properties were listed as unique hosts as of last march. this lack of regulation is what prop f supporters wanted to correct. but last fall, before the election, assemblyman david chiu said the current short- term rental law was enough. >> we need time to law this to go into effect. the measure prop f was too extreme. >> reporter: another problem the report points out since february 2015 just over a quarter of unhosted entire homeless [ indisce

kpix 5's jackie ward is live at the pittsburg-bay point station, where bart is testing a route that's seen all kinds of electrical trouble. jackie? >> reporter: yeah. michelle, the people we have spoken to said it's been quite the hassle to start their day on a shuttle, but this morning, that is not the case because train service has resumed between the pittsburg-bay point and north concord train stops. for almost three weeks, that part of the line has been tested by techficials as they trying to fit -- by technicians as they try to figure out the problem. while it's been difficult for bart, it's been a headache for commuters. >> i'm relieved. relieved. i have been going on that shuttle for a while and it's a nuisance and delays me at least 20 minutes from getting to work on time. really excited about it. >> reporter: so while train service is back up and running between the two stations for this morning's commute, it may not stay that way. bart still has to decide if full normal service will resume and we'll find that out hopefully sometime after 9 a.m. in pittsburg, jackie ward, kpi

kpix 5's jackie ward is live in oakland with the city's latest push to ease the crisis. jackie. >> reporter: well, michelle, it's projects like here on lake merritt that a lot of people in oakland say they need more of. rents here in these apartments will be between 800 and $1,400. the oakland housing authority and the bridge housing corporation say that price range makes these apartments affordable for residents with incomes up to $55,000 for a family of four. 5200 people were lined up when this complex was accepting housing applicants for the 68 apartments here. >> this is just a testimony of what we need to do here in oakland and in the bay area to make sure that we produce more housing for families that are -- that need it. >> reporter: more good news for affordable housing. the oakland housing aauthority was got a $2. million federal grant today. it's not a quick fix. the oakland city council declared a housing emergency at 1 a.m. this morning after hearing from hundreds of people about how dire their living situation is. the city of oakland's homeless scene scares r

kpix 5's jackie ward is near the building where this all happened. jackie. >> reporter: veronica, behind this building here on geary boulevard is where an elderly woman was punched in the face. she fell to the ground, crying for help. a homeless woman didn't bother who care about the cries. she continued to beat her. >> some kind of homeless population that used the space for years. >> reporter: he worked in the area for 28 years. he is not surprised a homeless woman was sleeping here. >> it's shocking! it's a terrible thing. i mean, you know, grace is a woman in her late 80s. >> reporter: grace case is the building's 89-year-old landlord. >> she was screaming for help. she tried getting up multiple times as this homeless person continued the attack on the victim. >> reporter: fortunately a passerby heard what was going on. he stepped in and rescued grace. police say after the attack, the homeless woman went back into the carport to finish her nap. >> conventional wisdom that the homeless are a problem. i don't think the homeless are a problem. the fa
