announced the treasury department said that the new rules would limit company's ability to shift profits out of the u.s. we go to gabriel elizondo in new york. >> less than 4 hours after the new u.s. treasury rules went in place, the biggest such tax inversion will not go through now. this deal was announced last november between a merger between ar pharmaceutical company based in the u.s. now this deal was valued at $160 billion. it will now not go through pfizer wanted this merger because right now pfizer pays 30% to 35% corporate tax rate. if they moved to ireland it would pay 12% to 13% corporate taxes. it would have saved pfizer billions of dollars every year. many companies practice corporate inversion such as this pfizer deal that would have gone through with alergen, this would have been the biggest such deal in history. presidenhistory. president barack obama spoke out saying this was a major victory closing what they see as a huge corporate tax loophole that was really global. >> meanwhile, the indian government is launching an investigation after hundreds of the country's rich and powerful w

u.s. the new switzerland. is anything being done on the u.s. front to crack down on this?el: you know, there's this international attempt at constructing a system of automatic exchange and bank information. the u.s. is not at the moment participating in it. it has its own laws. the tax compliance act is very important and has been a real game changer. it is not participating in the global approach. that is a problem. i very much hope this is going to change. i also hope that the government at some point cracks down on what is happening in u.s. states where it is way too easy to create shell companies, anonymous companies, that are then used by tax evaders and drug dealers and criminals. that is just not ok. the other parties is banks -- particularly european banks. credit suisse, hsbc. how important do you think the banks are? gabriel: the banks play an important role. we have seen this in a number of cases of tax evasion, european and mentally of criminal conspiracies to defraud the irs. in many cases the banks themselves create shell companies on behalf of their clients.

some goode do have news. u.s.rs are prepared to notify some of the biggest banks, including jpmorgan, that how have submitted plans on they would handle a potential bankruptcy. the banks are a little resistant in giving away too much information or perhaps for seeing a worst-case scenario. they still continue to drag on their shares. i feel like every quarter we talk about how banks have not done enough to prepare for the road ahead if that road turns south. has made a lot of commentary recently about the commitment to the universal bank model. is it costing him? allison: i think what jpmorgan has shown over the past year is that they have found ways to deal with the constraints of having models, looking at the numbers and feeling up -- figuring out how to reduce risk without reducing profit opportunity. they have reduced their expected capital hurdle and improved their capital level at the same time, so now they are above where they think regulators are going to tell them to be. as far as the regulators and the c
