we get more this morning from cnn's pamela brown. >> reporter: good morning, john and christine. this is a case that could very broad implications for the relationship between the president and congress. it could impact millions of people in the united states. you could feel how high the stakes were inside that courtroom during the 90 minutes of oral arguments. the justices seemed divided along ideological lines over immigration and this question of whether the president has the authority to shield 4.3 million undocumented immigrants from deportation and give them work benefits that come with social security and medicare benefits. the conservative justices seemed to side with the states. this is executive overreach. at one point, justice kennedy says the president is coming up with the policy and congress is executing it. that is upside down. the justices seem concerned with the language in the memo saying this would give the undocumented immigrants lawful presence. how can that be if they're in the united states in violation of the law? on the other hand, the administration says

cnn justice correspondent pamela brown joins us with more on this.a very big case this term. the supreme court ruling in favor of victims of terrorism and their families, clearing the way for them to collect 2 billion from the central bank of iran. justice ruth bader ginsburg says it provides a new standard, if iran owned certain assets, the victims of iran sponsored terror attacks can execute against those assets, applying laws implementing policy judgments with fidelity to those judgment as common place for the judiciary. at issue was whether congress exceeded its authority when it passed this law in 2012 aimed at freeing up the assets to be given to the families while the case was still spending in the courts. at the center of this lawsuit was the 1983 marine corps barracks bombing. the hezbollah terror attack was under the direction of iran and survivors and family members of that attack and other iran terrorist attacks filed suit for $1.75 billion being held in an account in new york. today the high court ruled in favor of those families and of

justice correspondent pamela brown is at the court this morning with more. ning, pamela. >> reporter: good morning, carol. one of the most highly anticipated cases of the term that could impact millions of people. it has broad implications for executive power. outside of the supreme court this morning you can hear large crowds, demonstrators on both sides of the issue. many of the demonstrators are here on behalf their family members who would be eligible for president obama's immigration program, those who came to the united states as children or parents of u.s. citizens, supporters that will bring these 4.3 million people out of the shadows, so they can pass a background check, pay taxes and apply for work benefits while the administration focuses on deporting the highest priority targets. the president said he came up with this program because of congressional inaction. those on the other side of this proposal say it's overreach at its worse, bestows benefits on a class of individuals that congress has refused to bestow benefits on. and texas, leading the

justice correspondent pamela brown is in washington following all the developments for us. y, pamela? >> reporter: this is a case that impact millions of people in the united states and broad implications for the relationship between the president and congress, and during the 90 minutes of oral arguments it was intense. you could feel how high the stakes are and the justices seemed divided along ideological loons grappling with the question you pointed out about whether the president has the authority to not only shield 4.3 million undocumented immigrants from deportation but also give them the ability to work and benefits. conservative justices seemed skeptical of that and seemed to believe that's the job of congress, not the president. in fact, one point justice kennedy said it seems like the president coming up with the policy and congress executing it here. that's upside down. but on the other hand the liberal justices siding with the administration and 11 million undocumented immigrants in the united states. the constitution gives the president prosecutorial discretion

meantime, let me go straight to our justice correspondent pamela brown who's been covering this. with these two men. what do we know about them? >> well, these arrests are very significant. particularly, mohamed abrini is someone officials have been searching for ever since the surveillance video. he was seen two days before the attacks. he's been on the run ever since. so it is a huge deal that belgian officials have been able to track him down in brussels and make this arrest. also arrested was osama krayem who was believed to have had interaction with one of the b bakraoui brothers. officials are trying to learn more about what their involvement was. there is believed to be a connection. and some officials, brooke, believe that mohamed abrini may be the man in that surveillance video at the airport, the third bomber, who has been on the run who we saw in that surveillance video yesterday, walking for two hours after the attack. there is believe it could be him. i should caveat that with the fact there are two other people officials thought was the man in white. turned out they
