and he was also fired from the north charleston police department too, but these brand new charges, they from the feds. there's a federal grand jury that did this and it's a civil rights violation. obstruction, as well. the victim, walter scott, 50 years old, started running away when officer slager pulled him over last april. slager shot him five times in the back. it was captured on cell phone camera video. cnn's martin savidge is breaking this down. why has it taken this long to hear what we've heard from the federal grand jury? >> we should point out these charges in circumstances like this are exceedingly rare against law enforcement. there have been a number of high profile cases where the federal government has not interceded, but this is different. and we'll tell you why. i will warn you. we're about to show you the cell phone video that captured the death of walter scott. again, it's graphic, but it's important because this sets up everything else. it was on a saturday morning. it started as a routine traffic stop and then walter scott ran. and there you see the officer who open

the video out of north charleston, it sickened me. it's our responsibility to fix. it starts with us fixing our own. that is not something you learn in a classroom. the only way the citizens are going to trust the officer, they have to have human contact with an officer, and it can't be only when that person calls 911 and says i have a problem. >> and that's the key to community policing, which is something that isn't new to camden. up until recently, if you wanted to join the camden police force then you actually had to live in camden. but in 2011, the mayor decimated the police force because of a lack of state funding and not surprisingly, crime spiked exponentially. then, the city filed a waiver to let people join the police force whether they livend camden or not, which may not sound like a big deal but the question is, can you engage in community policing if you are not a member of the community? to find out, i'm meeting up with kelly francis, chairman of the camden chapter of the naacp. according to my black people guide book, he is going to have a lot to say.

the state charged slager with murder and he was fired from the north charleston police force. his trial is set to begin this fall but we have more now on these federal charges. pete williams joins us with the very latest. pete, what can you tell us? >> there are a couple of things that are notable about this, tamron. first of all, the charges have been filed just by itself is interesting because he's already been prosecuted in the state trial system. he's well on his way through the legal system there. the state has already filed charges. they're moving along with their case. so for the federal government to bring charges of its own, that's remarkable, sends a signal. something similar was done in the case of dylann roof in the church shooting so this sends a powerful message from the justice department that they intend to be really tough when police officers use unreasonable force against people. that's the first thing. i would expect that the federal government would follow the normal course and wait for the state to go ahead with its case and wait to see what happens if he'
