it's very near monte carlo. it is a very popular destination. they were celebrating bastille day in france. essentially their independence day. let's check in with catherine herridge who has some details on this. catherine? >> reporter: i just want to paint a picture for folks of the intelligence landscape, if you will, prior to this attack in nice, france. the threat level for france has been extremely high, and france's intelligence chief gave testimony to their parliament that was just unsealed within the last few days, and talked specifically about the isis threat and how he sees it evolving, and the possible use of booby trapped vehicles. this section reads in part, i'm convinced they'll go to booby trapped vehicles and bombs, thus upping their power. that was a reference to the isis cells. we don't know what group was responsible for this attack. the belgium authorities told the france, and this intelligence note became public in the press, that at least two isis cells from iraq and syria that were trained and armed, were being sent to tha
