i rise in opposition to h.r. 6094. there's been a lot of talk about what small businesses think about this law. we put it in the name of the bill. well, let me give you perspective of a small business owner for 29 years. i am this week, maybe not right now, they might have left, paying overtime to one of my employees because they're working extra hours. because we're extra busy at this time of year. and you know what that means, when i pay them extra money? that means i'm making more money. because we've got more hours that we're billing out. all i'm doing is sharing it with the employees who otherwise are spending less time with their families. that's why we pay overtime pay. it's a pretty basic concept. the problem is, if you delay this rule for six months, you will deny americans $600 million in pay during that time. 4.2 million americans will be newly eligible for overtime pay under the proposed rule. and another 8.9 million working americans will have their overtime protections strengthened under this rule. but le

i rise to offer an amendment to h.r. 5620, that would direct health care providers with v.a. affiliation to taken iting education courses -- to taken iting education courses specified to pain -- take continuing education courses specified to pain management -- take continuing education courses specified to pain management. for veterans and our elderly veterans, the number of pain reported escalates dramatically to 50% of reporting chronic pain. and it's even more, almost double that, over 60% of veterans returning from the current conflict in the middle st report some type of chronic pain that needs administration. in fact, this type of malady is the most common medical problem experienced by returning combat veterans in the entire last decade. so it's number one of those reported problems that our veterans from combat are returning home to have to endure. according to v.a. data, over half a million veterans, over half a million, are receiving prescriptions for opioids and the number of veterans with opioid use disorders has grown 55% over the last five years alone. additiona
