this panel is called ronald reagan by my fact and fiction. i'm gilbert garcia from the san antonio express news and i'm very excited to be a part of the panel with two brilliant writers who in very different ways in the most recent books look at the legacy of ronald reagan. before we get started, i want to let you know both authors will be signing books in the reference area on the second floor after the session ends, and a portion of the proceeds benefit. this panel will air on c-span2 on april 30. he will devote about the last ten, 15 minutes for questions so if you have questions, we'll do our best to give everybody a chance to ask those. to my far left, h. w. brand holds the chair at the university of austin and "new york times" best-selling author he was a finalist for the pulitzer prize biography for the first american and traitor to his class. he's written biographies of franklin roosevelt communities grant among others and the latest book is ronald reagan, the life to the biography of the president. to my immediate left, thomas is the

[applause] >> if i might, some of sage advice from president reagan who also paraphrased psalms, i look to my hills. reagan wouldsident have felt an immediate kinship with our guest. after all, knowing that he grew up just one state west of the wabash river. he was probably acquainted with hoosier hysteria. and he commented, in indiana, babies are not born with silver springs

reagan: mr. stone, i have submitted an economic plan that i have worked out in concert with a number of fine economists in this country, all of whom approve it, and believe that over a five year projection, this plan can permit the extra spending for needed refurbishing of our defensive posture, that it can provide for a balanced budget by 1983 if not earlier, and that we can afford -- along with the cuts that i have proposed in government spending -- we can afford the tax cuts i have proposed, and probably mainly because mr. carter's economic policy has built into the next five years, and on beyond that, a tax increase that will be taking $86 billion more next year out of the people's pockets than was taken this year. and my tax cut does not come close to eliminating that $86 billion increase. i'm only reducing the amount of the increase. in other words, what i'm talking about is not putting government back to getting less money than government's been getting, but simply cutting the increase in

smith: governor reagan? mr. reagan: yes. mr. president, once again, i happen to be against the amendment, because i think the amendment will take this problem out of the hands of elected legislators and put it in the hands of unelected judges. i am for equal rights, and while you have been in office for four , and not one single state, and most of them have a majority of democratic legislators has , added to the ratification or voted to ratify the equal rights amendment. while i was governor, more than eight years ago, i found 14 separate instances where women were discriminated against in the body of california law, and i had passed and signed into law 14 statutes that eliminated those discriminations, including the economic ones that you have just mentioned equal pay and so , forth. i believe that if in all these years that we have spent trying to get the amendment, that we had spent as much time correcting these laws, as we did in california and we were the first to do it. if i were president, i would also now take a look at

reagan: yes. i have no quarrel whatsoever with the things that have been done, because i believe it is high time that the civilized countries of the world made it plain that there is no room worldwide for terrorism, there will be no negotiation with terrorists of any kind. and while i have a last word here, i would like to correct a misstatement of fact by the president. i have never made the statement that he suggested about nuclear proliferation and nuclear proliferation, or the trying to halt it, would be a major part of a foreign policy of mine. mr. smith: thank you, gentlemen. that is the first half of the debate. now, the rules for the second half are quite simple. they're only complicated when i explain them. now, here's reagan. back when calvin coolidge cut taxes close to board the government's revenues increased. when jack kennedy died it, his economic advisers were all telling him the government would lose revenue and the government gained revenue. it's the reality. so hey made quite a sizable financial error. jack kent's line was, quote, rising tide lifts all boats. end quote. and this is what we believe the tax proposals that we have made are aimed at. that is reagan in almost the identical wores of john f. kennedy and last quote from reagan, can you cut taxes and fight inflation? by so doing this? i very much believe you can. let me just read you something. our true choice is not between tax reduction on the one hand and the avoidance of large budget deficits on the other. an economy stifled by restrictive tax rates will nephews revenue to balance budget just as it never produce enough jobs or profits and here's reagan quoting, quote, blue jackets said that back in 1962 when he was asking for a tax decr

carter and his camp celebrated when reagan got the nomination. they figured a guy known more as an entertainer and showman would not be taken seriously by voters. of course, reagan got the last laugh in their debate. >> clinton an trump's first debate is less thaen two weeks away. a distraction for hillary clinton. former dnc chairman fowler wants a contingency plan in case she's too sick to stay in the race. >> it's going to be used politically. unfortunately, it'll be used by trump to say she's weak and not strong enough to be president. i think it's garbage. >> clinton and supporters insist she's fine. clinton will have a chance to demonstrate that after she releases medical information and spars with trump o debate stage. but some democrats are still ringing their hands as republicans did when trump had an awful three weeks after the conventions. that's our second big point. a lot of people asked us what would happen if trump or clinton drop out before the election for any reason? the short answer here is that that won't happen. but if it did

barbara bush and nancy reagan really didn't get along at all.someone asked nancy reagan after they left the white house about barbara bush and nancy said, i didn't get to know her that well but they had been there for eight years together and i interviewed one of nancy reagan's close aides, essentially if your husband is a law partner and my husband is a law partner, it down mean that we have to get along. i thought that was an interesting illuminating thing to say about the dynamic of these women and that really came out very clearly because jackie kennedy would not go to the white house when lady byrd johnson asked her to come back. it was too painful after her husband's assassination and lady byrd really wanted her to come back for the dedication of the garden and her name and jackie wouldn't go until pat nixon asked her to come back, but more time had passed. it's a really dramatic scene on february 3rd 1971 jackie visited the white house for the first time since her husband's assassination. there was a private visit, she would only go if no

very successful appropriation, a phrase that had belonged taken by reagan as early as 1968, taken by speech he gave at eisenhower college no longer in business. a speech he gave heed then attaches city on a hill to america and in the 1970s begins using the phrase routinely, often at the end of his speeches as an inspirational motto for america to live up to. this is what we are, who we are and who we are called today. "in search of the city on a hill" when we think of ronald reagan to rethink of shining city on a hill? >> guest: i haven't spent much time why he added shining. what we find if we look at maybe the five by seven cards at the reagan library in california, when we look at those crazy cat across his whole career for speech preparation, we find one card that has less than a paragraph from the model of christian charity written out. john went through 1630, city on a hill. there's really no evidence that ronald reagan knew more than that one part of one paragraph of the speech and that is not a criticism of him. he used it as a resource and had quotations from karl marx and l

let's be clear about the history that transpired after reagan did that. reagan was not shy about raising taxes multiple times because he lived in a realistic world. and the budget deficit -- >> he dropped rates on corporations. >> every conservative who now screams about the deficit has to remember that they have to be fair about what it was like in the '80s when reagan was president, it was massive. >> whoa. for 240 years, america accumulated $10 trillion in debt. in the last seven and a half years, america accumulated another $10 trillion under president obama. and he raised individual tax rates. >> at least acknowledge ronald reagan was not pure on this issue either. >> yes, the debt did increase under reagan, that's true. >> there is absolutely no way to increase taxes to spay fpay for spending she's promoted. we have a massive entitlement problem in this country that neither candidate frankly is addressing. it doesn't matter how much you tax the rich, we cannot afford to pay for that. it's intellectually dishonest to think raising taxes is going to c

[laughter] let me talk about foreign policy. give me your thoughts on where we are. gloria: we are still considering foreign policy in a silo. the various other movements also in silos. what we are not recognizing is that in another book called "sex and world peace," the biggest indicator of whether the

nancy reagan rarely went to the east wing. and she had one secretary, well, close aide who would deliver news to her in the residence. i think that would be incredibly klaus phobic, you know? -- claustrophobic, you know? betty ford called it a one-bedroom apartment, you know, feeling like you're upstairs all the time. and when laura bush gave michelle obama her first tour of the white house, she was eager to assure michelle that a life could be made there for her daughters, and she wanted the tour to be special and private even though michelle had brought along a staffer, and so laura told michelle's aide, this is really for michelle and i, you can meet with my staff, this is a private visit for us. andi thought it was interesting that michelle brought an aide because she came from the corporate world x she thought this was what you do, but it was really not keeping with protocol. and there are a lot of things you don't know about until you do them, and that's one of those smaller things that michelle -- she also brought a gif

because more than one republican politician compared themselves to ronald reagan.ve in mind that really is like reagan? >> no. not at all. by the way, the words humility and donald trump don't often apply to the same sentence. so a little surprising pence would say that. no, and reagan himself didn't compare himself to other politicians or say i want to be the next john kennedy or the next franklin roosevelt. he often quoted the founders and the framers, philosophical military leaders but he was too inner directed and too self-confident to say he wanted to be anybody else other than himself. >> a lot of people say ronald reagan was a tough talker, as is donald trump. i just want to present their contrasting style also rigs rig. let's listen. >> there is one sign the soviets can make that would be unmistakable. that would advance dramatically the cause of freedom and peace. mr. gorbachev, tear down this wall. >> we are going to build a great border wall to stop illegal immigration. >> so can you see -- i mean, maybe it's an unfair comparison, i don't know. but donal
