so yes, we did have a medicaid expansion. but it didn't impact hawaii as much as it did in other states. so it does not have to be medicaid but i would challenge us and states and others to at least consider as a public health if we want to think about how it is you want to help keep your population healthy and have healthy communities, then how are you going to help make sure that your population has access to health insurance, especially those who are low income, below 100% of the federal poverty level. we already talked about they are the ones who tend to have higher rates or prevalence rates of substance use, mental health, behavioral health needs, of chronic disease, of living in high stress areas of low income, et cetera. so i -- so that's where i come from when it comes to the medicaid expansion. i happen to agree with justin it's not likely that the states who have chosen not to expand, i probably believe there's probably going to be additional states that might choose to expand. i hope that's the case. i think there'
