and jen picciano is live now with what you need to know about this issue. jen. >> jen: well, ramona, a lot of people didn't realize this was on the ballot, issue 32 getting lost in the shuffle among presidential politics in the mailbox. what the city wants to do is increaou to 2.5%. this will affect those who live and work in cleveland. mayor frank jackson says this isn't something he wants to do but something he has to do. pass the city of cleveland's first income tax increase in 35 years. the half a percent hike would generate more than 80 million additional dollars annually. 80% of it or more coming from sub suburbanites who work in cleveland. plus allow for the hiring of more police officers. fulfill their obligation with a consent decree and improve the job the city is doing on things like potholes, street clearing, vacant lots and garbage collection. >> a failure to have the half a percent income tax increase will result in 40 something million dollar deficit next year that will result in layoffs, layoffs and layoffs in other areas of the city services

jen picciano live with the latest on the investigation and the victim. jen? >> reporter: mark and romona, cleveland police are now looking for the suspect who walked into before 7:00. he shot and killed marvin zoria and the family is still reeling from this devastating loss. the 44-year-old was behind the counter on his east 116th monday evening when cleveland police say a robber came in, pointed a gun and him and demanded money. when zoria tried to slap the gun away, he was shot in the chest and didn't survive. today candles and signs for manny as he was noun started mart. family friend said manny was a generous shopkeeper who cared about the neighbors. >> positive person. always doing stuff for the community. >> what did he do? >> if you didn't have anything, he will try and help you out the best way that he could. just one of those people willing to do anything for people who is down. >> reporter: the victim leaves behind six children as young as 4 and as old as 20. stanton said he was family and talking about taking them places but stanton said he was too

jen picciano is live in cleveland with that story. jen? >> reporter: of course alex mullins father told me his son was helpful and resourceful and would look at youtube to figure out how to fix a car for somebody or repair at home and is really sad for the city and neighborhood to have lost a kid like him. when 16-year-old alex mullins went missing henry mullins says combed through dozens of vacant homes in the slovakia village sickened and sad by what they saw going through trash trying to find clues of what became of alex. mullins found out when his son called 911 he feared he didn't make it out of the neighborhood alive. mullins acknowledge his son wasn't perfect and had normal teenage issues and the victim's father says alex didn't have a drug problem, was soft spokenan got along with everyone. >> that was his problem. he talked to too many people anded to help. that's not a quality to have around here anymore. >> reporter: i have been in touch with cleveland police today. unfortunately there are no leads, no arrests and no suspect des

jen picciano is live in starke county with the latest on this. jen? >> reporter: romona, they have been outside of it at the lewisville board of education all day, every day since the 180 members of the lewisville education association went on strike earlier this month and now parents are concerned this will tear their community apart. >> and concerned about is safety and kindergarteners left unattended and locked out of the elementary school late last week and parents are concerned about substitutes ability to carry out lockdowns and emergency plans since they don't know the kids and buildings that well and frustrated over truancy reports as the strike drags on. you it won't be an issue and talk to somebody else and all of a sudden it is an issue and we are supposed to send in kids blindly to these people we don't know and hope for the best and they don't answer questions and it is just ridiculous. >> reporter: of course we did reach out to the administration here in lewisville today. the superintendent declined our request for an on-camera interview

jen picciano is live in cleveland with details on this. it's been 35 years since the city of cleveland passed an income tax hike. mayor jackson is asking for 2 to 2 1/2% and 80% of funds generated will come from suburb nights who live and work in the city. >> the city is facing a deficit of $40 million next year. mayor jackson says passing issue 32 will erase that deficit completely and leave the city with 35 maintain and improve city services garbage collection, snow removal and city services. if they shoot it down, the mayor tells me there will be layoffs and cutbacks and elimination of services all together t. will prevent the police department from hiring more officers and affect the ability to reform the force. >> with those things able to do under the consent decree in for this year. we are covered this year. going into next year, if i have a $40 million deficit then cuts will be across the board no matter if it is consent decree or police on sweeping streets or snowplowing and recreation, it will be across the board because you have
