the iowa d-o-t and the city of cedar rapids is holding a ribbon cutting and bike tour on december 3rd. miles of four lane roadway. it will go from edgewood road to covington road. the second phase will take drivers from covington to highway 30. that section is set to open in late 2018 or early 2019. cedar rapids is closing off what the city calls another successful street construction season. one major project covered first avenue between 34th and 40th streets. it included work on water mains street. next year, the first avenue east project will continue with work stretching from 27th to 34th streets. the national highway traffic safety administration wants the makers of smart phones to lock out most apps on the phones of anyone who's driving. it unveiled voluntary guidelines today that it says would reduce the number of crashes resulting from distracted driving. the agency says 10 percent of fatal crashes last year drivers. under the guidelines, drivers would still be able to make calls and use navigation systems on their phones. but the phones would lock out texting, internet browsi

o-t. starting today, drivers using dubuque street in iowa city will have to pay closer attention since construction crews are changing the lanes. crews are moving the lanes by mayflower residence hall but with one lane of traffic for each direction. the o this road is part of the iowa city gateway project. the city wants to raise dubuque street to keep it from flooding. the iowa d-o-t expects the highway 100 extension in cedar rapids to open just after thanksgiving. this will connect highway 100 - also known as collins road - past edgewood road to covington road, which leads to palo. the project costs $215 million dollars. eventually, highway 100 will reach u.s. 30 in four years. the d-o-t says good schedule. one lawmaker says a donald trump presidency may help dakota access finish construction on a pipeline. this follows months of protests in iowa and north dakota about the pipeline. we'll see a stronger wind out of the southwest, which will help to drive temperatures well into the 60s across the area. this will be about 15 degrees above normal this afternoon for this time of the year. our next co
