hoyer: correct.eporter: one reason is democrats pushed it through on a partisan basis without any republican votes at all. do you now view that as a mistake? mr. hoyer: no. i think it was a mistake we didn't have any republican by and on their part. they decided early on that they were going to take a partisan position and not cooperate with the president. fact, you may recall that senator baucus who was the chairman of the finance committee tried to work with senator grassley and gave senator grassley eight months. senator grassley said let me see if i can cooperate, let me see what alternatives we believe would be credible. eight months into that waiting on senator grassley, he said no. so the republicans had every opportunity to consider this in committee. amendments were offered in committees. there was no rush to judgment on the bill, no shutting republicans out of negotiations or the ability to offer amendments. my view is we were prepared during the course of the adoption of the affordable car

let's bring in house minority whip congressman steny hoyer, welcome, sir. >> hi. >> hi.or being here. so congressman, normally there is a process in congress that's a routine matter, but a small group of democrats plan to challenge the eligibility of some of trump's electors. do you support that effort? >> i think under the rules you have to have a senator and a house member. as i understand it, we don't have that existing. so yes, some democrats will be raising issues. clearing the issue of the russian involvement in the election raises substantial issues as to the credibility of the election. nobody's doubting that under the rules, donald trump has been elected president of the united states. but the issue of russian involvement, which the cia, the fbi, and the director of national intelligence all agree occurred, that the russians were involved in the election, and generally they agree that they were involved on the side of hurting hillary clinton. whether it was for helping donald trump remains to be seen. but i think a number of democrats will raise this issue, and

first, we sit down with steny hoyer, the minority whip. during the interview, a question whether the democrats can find any common ground with the president-elect. >> on issues like trade, infrastructure, and a couple of financial regulatory issues, that there could be common ground where trump will have more agreement with a democrat than republicans. on what you have seen from trump, are you still hopeful in those areas? hoyer: president-elect trump does not seem to have an operating philosophy as opposed to a transactional approach as to dealing with those issues. by that i mean, what works. builder, that has been his life experience. how do i get this job done, as opposed to philosophically saying, this is where i stand, and i'm not going to move whether it works or not. that gives us some hope, some may presents themselves where we can work together coming in. i agree with you. he has stated disagreement with the republican leadership in the congress of the united states, and very frankly, paul ryan has pointed that out.
