burma is going to be the new cms director was originally, mitch daniels person who was the architect of they call it health in indiana which has done a very good job of getting health care to the poor that they can actually get and access. the problem with medicaid that a lot of people outside of state don't see is that most doctors won't take it. it's a loss leader. the hospitals have to but they don't want it and the doctors, a lot of the doctors won't take it. then we can talk about dentists and the rest. so there's a huge access problem that i think by giving states the ability to craft reforms, that are unique to interstates like we have badger care in wisconsin and those are two i'm familiar with, we can do a much better job of actually getting people not just affordable healthcare but actual access to health, not just insurance but healthcare and that is a problem with medicaid right now. it is a program with dire fiscal problems and it's a program that the provider community is struggling with. >> we are running out of time so let me step back and ask you a final big picture
