so to answer the question outside the ordinance typically when a charger is installed at a city facility the city gets the power from the hetch hetchy system and provides that power at no cost. more commonly at sites that are not owned by the city and the charger is not provided by the city a third party and a there is a number of them owns them and the electric vehicle owner has a subscription or pays for the power they're consuming from that particular point and that's passed through to the building owner but this ordinance isn't seeking to regulate those transactions, and you know it's -- there's a lot of flexibility on that front but we expect people to generally pay for the power they consume. >> thank you. commissioner lee. >> thank you. it's a worthwhile proposal but i want to cut to the chase with my question because lack of time. how about the supply side of the electricity? what i am saying we're putting the guts in the building and we're ready for charging stations. i am concerned about the buildings that are under major alteration. for a new building we can plan for it in the future.

employer and his wife but the judge is questioning whether federal courts is the proper jurisdiction for that lawsuit. the judge gave the plaintiffs 10 days to file al revised lawsuit or he says he'll to the west not included. visibilities there have been a little bit better this morning. let me show you the visibilities and we have been tracking this the last -- we've been extraing this the last few hours -- last few minutes or so. two and half mile visibility here in town. that's pretty much staying there but look what's happening. baltimore's down to a quarter of an inch -- quarter of a mile. from culpeper fredericksburg everybody out there is down to a half mile and i have to believe there are some spots that's actually a little bit lower than that, too. so, i don't expect any real great visibilities over the next couple of hours so it's probably going to be that way even through about 7, 8 o'clock this morning so just watch out for that. one more thing that's going to show you down this morning as you're trying to get to work. all right. this morning we're in the 40's and it's going to be a slow climb to the 70's with this easterly wind, you kind of get this little wedge locked in with the cooler air so we're in the 40's now. it's going to take most of the day for temperatures to climb up into the 70's. so, we're going to forecast a high of 72 but that's probably not going to be until like 3, 4, 5 o'clock today before we're able to get there. southern areas you'll warm up faster. temperatures out there right now pretty much where they were yesterday afternoon, temperatures haven't gone down a lot or come up a lot. we're 47 right now here in the cityhersburg temperatures not coming in and annapolis sitting at 46 degrees. drizzle showers, going to take awhile to get into the 70's. there's your forecast. how about erin como this morning on this monday morning with -- i began he too you this morning erin it's going to be complicated already on the top of the beltway. dealing with fog causing visibility problems and some drizzle moving in that's causing slick spots. outer loop crash it's on the shoulder at connecticut. car spun out there will facing the wrong direction. just a reminder to take it slow. still seeing a lot of green on the map. volume is very life. you may want to get an early start to avoid that morning rush with these weather
