damian trujillo joins us from the chp with some answers. damian. >> reporter: the chp got back to us about 45 minutes ago, they simply cannot sign on to that solidarity letter, and that decision to not sign on is sending a mixed message to some immigrant rights groups. >> they gathered shoulder to shoulder on tuesday, police chiefs from every city in the south bay, vowing not to participate in deportation enforcement. >> our officers will not detain or arrest any person on the basis of the person's citizenship status or status under civil immigration laws. it is not our mission nor our role. >> the letter might be more symbolic than anything. on the second page, another symbolic gesture, there is a signature missing. the signature of the san jose commander. >> the chp did not sign it? >> interesting. >> we showed the letter to siren, they held an immigration workshop this morning, for elected leaders in south bay service providers. the agency says they'd like to know why the chp is not on board with the rest of the police chiefs. >> i hope t

damian trujillo, nbc bay area. >> thank you. >>> unsettling news for many college students.he board of trustees voting today to raise tuition. the 5% increase will kick in next school year, later this year. the csu chancellor urged the trustees to approve this increase, saying more faculty needs to be hired and more classes need to be added to keep up with the growing enrollment. some students at cal state east bay are worried. >> with the cost of living already this high, the increase in tuition is going to be -- it will cause some students hardship. >> here are the hard numbers now, with the change, the annual instate tuition is increasing by $270. a similar increase is being proposed for out of state tuition, as well as graduate programs. >>> keep your distance, that's the message one san francisco school is sending to ride share drivers. the urban school says ride share drivers are stopping right in the middle of the street to pick up or drop off students. they sometimes stop in the middle of a crosswalk. drivers are being asked to do their pickups and drop offs a block

nbc bay area damian trujillo live in san jose which is still a mess. damian? >> reporter: terry, yes, the mayor is working on several angles with regard that alert system. right now we're at ol aeander park. they're still working on that right now here, and at other parks across the city and across the county. while some of the flood victims here are worried about now, the city is planning for the future. the san jose s.w.a.t. team uses this tool, called an lrad, when confronted with a barricade situation. this is a demo, when they first purchased the device in 2008. now the city is buying several more lrads to use if they need to alert potential flood victims in the future. but those who suffered through the current flooding are too busy worrying about now to think about the future. this home is gutted, appliances lost, and so is the deposit money she gave contractors who never turned up to do the cleanup and repair work. >> after the flood, i was so vulnerable and so shocked and overwhelmed. i was, you know, i was desperate. so i just took what came. >> repo

damian trujillo joins us from the district attorney's office in san jose with the story. >> reporter:rosecutors are trying to help the legal immigrants tonight. emphasize the word legal, help them modify their conviction to stay in the country. they hope it's not too late. >> you do a lot of business travel? >> i do. >> reporter: he flew to fso with his family. john, a legal immigrant who wants his identity hidden. john's green card wasn't good enough for the customs agents. >> they detained me for six hours, i was fingerprinted as if i was a criminal. >> reporter: that day, he was put on a deportation list. the reason, john was convicted more than 20 years ago on a felony drug charge. he served six months, had the record expunged, but that

damian trujillo, nbc bay area news. >>> water is once again flowing down the lake oroville spillway. the flow was increased this morning. pretty dramatic to see it. officials say this will help see what repairs still need to be done. no flooding is expected like we saw last month. >> we're not going to see any significant rainfall to impact flooding gon flooding again. >> it doesn't look like. a lot of reservoirs have been lowered to add some padding. anderson which is around 89% capacity. i think we'll be okay, but you can bet the city and county managers will be on this 24 hours a day once we see a system come in. those big changes, we have the seven-day forecast at the bottom of the screen so you can get the detailed information. first up is a weekend chance of showers, nothing big. a new storm late monday and tuesday. and then still possibly a stronger storm by next friday's forecast. tomorrow morning, i think we're going to start off dry for 95% of the bay area. but as that cold front gets closer, it is going to bring a slight chance here of showers to parts of the bay area. so

i'm damian trujillo, nbc bay area news. >> we are following a developing story that stretches from sacramento to san francisco. four people were found dead this morning at a home in sacramento. you can see it on the left side of the screen. tonight, the focus is here in the bay area. investigators swarmed a home in san francisco. chuck copeland joins us where detectives have contained a suspect. chuck? >> reporter: a lot of unanswered questions that began in sacramento and led police to detain a suspect here at the corner of pierce and golden gate avenue. the suspects name not yet released. neighbors say they heard no screams, including one man who was up until 3:00 a.m. the police discovered four bodies in a home in the softland park neighborhood, a tidy middle class area downtown. >> you don't see stuff like that here. >> reporter: police were notified by a family member. they went door-to-door to see if anyone heard anything. investigators believe the victims were not chosen randomly. >> investigators will be out here probably into the evening, maybe into tomorrow because it's such an exte

damian trujillo, nbc bay area news. >> this is a big issue for so many people. >>> after a three monthnvestigation a second suspect has been arrested in a rolling gun battle that ended in a horrific crash. this all happened in san leandro. marcus jones is charged with attempted murder. harris was arrested in november. at jones apartment, police say they recovered an ak 47 assault rifle and three guns. they seized six pounds of marijuana and $300,000 in cash. one of the suspects crashed head on into another car. this was near macarthur boulevard and 580 in san leandro. this is a scene from that day. the couple in the other car suffered serious injuries. >>> an unexpected decision by a federal judge in oakland today. the judge ordering the widow of the nightclub shooter to be released from jail while she allegedly helped her husband pull off that attack. >> there is a hold up on her release? >> absolutely. and right now, north solomon is awaiting trial to face charges of aiding in her husband's mass killing. earlier today, inside the federal courthouse behind me, a judge ordered she be r
