mr. mulvaney: a lot of it. as i said before, one of the reasons what you see such a dramatic reduction in the state department on a percentage basis is not that the president thinks diplomacy is not important. in fact, nothing could be further from the truth. we've already seen that secretary tillerson has had a tremendous diplomatic success already on the deal he cut with iraq. the president believes in diplomacy, and we believe this budget protects that core function of the state department. it just so happens that much of the foreign aid that the president talked about in his campaign, much of the money that goes to climate research, green energy, those types of things are actually in the state department budget. if those line items had been in the department of commerce, you would see the department of commerce having gone down by a similarly large percentage. so the answer to your question is that most of the cuts within the state department try to focus directly on foreign aid. reporter: the budget showed

mr. mulvaney. >> we haven't had a ch to read the whole report yet. one of the parts i have seen beyond coverage. that's deals with premium costs. we believe for reasons that have been basic tenets of republican conservative thought for a long time is competition lowers cost. cbo told us that's right. the numbers i have seen, the cbo says premiums will go down by at least 10% with this plan. it confirms what tom and i have been talking about publicly. we think the idea of taking market competition, putting it into healthcare and getting government out of the way, quality goes up and costs go down. something the cbo may have gotten right is they said the premiums come down in cost. we'll take a couple questions. >> the cbo reports 14 million people will end up without insurance next year. >> if you look at that, it's virtually impossible to have that number so curl. just look at the numbers. there are 8 million people on the exchange currently. i'm not sure how they are going to get 14 million people uninsured with only 8 million people on the exchange

mr. mulvaney, they do work. >> this is the thing i think is fascinating. there's a sense in that they say programs for poor people or poor programs, so medicaid for years, you can cut medicaid because it's those people. >> not medicare, yeah. >> what's happened over the years is that the economic devastation of the financial crisis and downward mobility of huge swaths of might america particularly means there's lots of folks who voted for trump who on medicaid or seniors who are home bound on meals on wheels or hall rogers from kentucky who talks about the budget being draconian, careless and counterproductive. i think there's a mismatch between kwlo they think the voters are and who they really are. >> i almost feel like there's a bit of optimism in that trump being undone by his own banality. some of us feared that trump was going to be able to -- particularly when rubs decide deficits don't matter when republicans are in power that he would be able to shore up a new constituency by turning them into clients of the state he would cut things for people wh

mr. mulvaney's argument is that it is unfair to taxpayers if there are no proven results.that the case? >> well, i just respectfully disagree with him strongly. i don't thifrmg it's just meals on wheels america who is disagree with him. i think some of the third-party independent investigation of the impact of the meals on wheels program shows time and time again that not only are those things that you just said true, but there are real assistance offered in keeping people out of hospitals, keeping them from going back in the hospital after leaving the hospital, and diminishing the need to place people in nursing care. so we've proven time and time again in study after study that there is a real return on the investment that is made and that every dollar out there really makes a difference. i'll just give you one stat. my program in san francisco and every program across the country can serve a senior and keep them in their homes for an entire year for the cost of one day of hospitalization. so i think that the argument that this doesn't produce a return or have an impact

administration's take on the budget and healthcare, joining us now is white house budget director mick mulvaney. welcome, mr. director, i want to start with something the president told tucker carlson on fox about the healthcare plan. he acknowledged that the people who voted for him and sent him to washington bear the brunt of a lot of these changes in the healthcare bill panned he said, quote, we need to take care of our people -- meaning the bill, how will he take care of his bill without fundamentally changing the bill? >> the same way we have taken people for a long time in this country which is through competition, i think it is one thing that doesn't get heavily reported is that part of the problem with obamacare right now, and i discovered this first time, i live in south carolina, we are down to one provider, you can imagine what that does to price competition on costs, it doesn't do anything, but increase the costs, and one, the key points of the plan that is in the republican house right now is it is going to encourage more competition, which will lower the cost for everybody, not just trump vote

mr. trump and mick mulvaney, the o.m.b. director doing here, really streamlining government. he's also making good on other campaign promises. the 12th grade education committee chairman in the house. we're see manage trump making good on school choice, the idea that the property of parents, the tax dollars, are following the child more to a school that suits them, not being shackled to a school that doesn't work for them. that's an important point. that's not new money. that's reprogrammed money. so it's money being reprioritized. and that's exactly what a budget is about, and that's what he's doing. >> woodruff: so the cuts in medical research, for example, and i didn't mention cuts in agriculture. we heard senator van hollen speak about extension programs inning ary culture. you're comfortable with all the cuts the administration is proposing in. >> like i say, i have looked at the whole document. i've been in an eight or so hour markup on obamacare, but we'll look at that. what i'm saying and what i'm comfortable with is getting rid of the due processlycation, getting rid

mr. yarmuth: i don't know how mick mulvaney translated those speeches into these cuts, but he better not apply for a u.n. translator job because he's not very good at it. reporter: this is probably a question for you, mr. yarmuth, but, mr. peterson, you mentioned a lot of these cuts proposed are unpopular across the aisle and that they'll never go into effect and i think it's safe to say this budget going nowhere, particularly in the senate. but with that in mind, where do you see some of these proposals having support in congress among republicans and therefore having a chance of actually being enacted, where are you going to focus your attention so that some of these things don't -- mr. peterson: i think they probably have support amongst the freedom caucus types. and that's the trouble, if the -- and that's the trouble the republicans have in their caucus. they have an element that will probably support this budget but they are -- i don't know what they are, 20 to 40 people, and that's their problem. that's why they're hung up on health care. and why they will be hung up on this. you k

what about that mick mulvaney in terms of the rates? >> i think mr. mnuchin is spot on.u dig down deeper the house likes border adjustment tax, a couple of different ways to raise revenue but also level the playing field. that will come as part of larger tax reform that will take place in the next couple of weeks. keep in mind the batting order here. we will have to see a discussion and a vote on obamacare replacement first then you'll have a tax discussion tax reform proposal a few weeks after that. maria: so just to be clear, we are looking at priorities in this upcoming budget of defense spending, of infrastructure spending, correct, what are the other spending priorities? >> actually infrastructurial will come as part of larger pact in the summer time. the priorities in this budget are defense, homeland security, law enforcement, you'll see increase to the proposed budget for the department of justice to enforce laws that are already in the books and things like school choice and those were priorities in the campaign, they'll be priorities in this budget. maria: you'
