the 4th congressional district in kansas. this is your first major electoral test of the trump presidency. it is tomorrow. this district, now look, on paper you'd say, this was a trump district. he won this thing almost 2-1 over hillary clinton. why on earth is this gexcepcompe or at least potentially competitive? there are two reasons. two reasons the political world is suddenly looking at wichita at this congressional district. number one, democrats are saying their voters are so much more excited and enthusiastic about participating because they want to send a message to donald trump, message against donald trump, against trumpism. does this election on a day when people are not used to going out and voting in elections in the middle of april, does it matter more to democrats? that's one thing that is making republicans a little bit nervous in this district. there was also this, however, keep in mind that in kansas, there's a republican governor, sam brownback, who has a very low approval rating. how low? trump won the sta

let's talk about not just kansas but special elections in general. both parties are each looking at these elections very closely. david, for democrats i think they are trying to beat the spread in kansas and probably not winning the race tonight but do they make it cloers than expected and win next week in georgia? when you look at all of that energy out there in the democratic base right now, do they need to put up a surprising win somewhere in one of these special elections to tell their base yeah, we're getting somewhere with this? >> i think donald trump is providing the base all of the motivation that's needed and i don't think people protesting from california to maine are going to change their mind on the basis of what happens with the kansas election if it seems like the republicans are going to win a seat that is always held by a republican. that will not be disappointing. now, if it should happen to win, themocrats should happen to win that seat, i think that will get people revved up, but a loss -- this seat can do more to change republica

they decided to run the kansas state treasurer who has been elected statewide in kansas twice alreadymean, that's like an overkill matchup. this is a congressional election that's mt. everest for democrats. an impossible pick-up for the democratic party. nationally, the democrats house campaign committee declined to get involved. they asked the national party for -- asked the democratic party for $20,000 to send out a mailer. the democratic party said no. but then, last week, there were these shocking sort of murky news reports out of kansas that an internal republican poll in this race, not a public poll, an internal republican poll, showed that the republican running in the special election, that the kansas state treasurer, the guy who ought to be running away with this was actually only leading by low single digits. and that caused a panic. i mean, in a special election where republicans generally outperform anyway because special elections always have a low turnout. in a republican district this red with these candidates run, this should be a 25-point, 30-point winning for the rep

president, kansas state treasure. paul ryan's fund-raising on his behalf, vice president mike pence, chance this afternoon in wichita senator ted cruz made a campaign appearance and now even president trump, himself, has recorded a robo call said he needs estes to help him get the job done. that's a lot of effort for a race that's suppose to be easy win. and kansas is not the only red state where republicans are sweating. in georgia, staffer has raised a staggering $8.3 million over the past three months in his race for the sixth district seat, formerly held by tom price. in 2012 mitt romney won the district by 24%. but president trump only won there by a narrow 1.5% margin last year. it's putting him solidly atop the 18 person field. in ossoff can get 50%, he'll win the seat out right. if not, the top two candidate goss to a run off in june. osoff is saying a victory for him would mark a message of resistance, they're worried. they've spent a million dollars on attack ads against the 30-year-old ossoff, including, on

there was a local fellow in kansas city. he was in new york, and they had a lot of these posters for sale at a bookstore. so he purchased a lot of them, and gave them to the museum as part of its collection. >> there are also several on the wall that are for liberty loans. what was a liberty loan? >> liberty loans came about quickly at the start of the war. it was really to get people to give cash to support the war effort. and then they were promised a return on their investment probably seven years after the war. it was really considered a loan to the government. and then it would help pay for their liberty. they use the word "liberty" a lot for all of their advertising efforts. it was really created by the secretary of the treasury, who also happened to be the president's son-in-law. >> doran cart, thank you. we will talk to you again soon. host: we are back live with matthew naylor, president and ceo of the national world war i museum and memorial in kansas city. american history tv is commemorating the 100th anniversary

army command in kansas. he is also the author of a book called "pershing's crusaders" and talking with him about the role of the dough boy and helping to win world war i. as we work our way through this what advances in artillery happened during world war i? >> artillery is ultimately the most important weapon of the war. it is the big killer. 70% of the casualties are caused by shell fire. as the war is developing it really becomes the tactic of how can you best use your artillery. in trench war fare it comes down to the fact that if the artillery does not pulverize the german offenses then your attack will grind to a stand still. it is a fearsome weapon. if you look at the time of the american civil war canon giving off one shot a minute. you would see the canon. by world war i the technology allows indirect fire so firing from several miles away. so this is literally changing the surface of the earth when these things explode. to be under shell fire was one of the most nerve racking experiences. there is
