even though you have all of these overlying levy limitations in florida, what we have in california is an increment annually that's either 2% or the inflation rate, whichever is lower. so we have much more stable revenues coming in from property taxes, but they're at a much lower level, so i think people might perceive this -- you know, it's relatively stable, less volatile as is the case in florida, but certainly large numbers of the california electorate perceive there to be large amounts of government failure that that we're not spending enough or collecting enough property taxes according to many people. one of the issues in california that i think is confusing is everybody hears that the foreclosure rates were astronomical. that certainly is the case. we were in the top five states for -- in terms of foreclosure rates during the foreclosure crisis, but never hit the levels that florida experienced. and many people are puzzled by this because there was also a large run-up in housing prices and then a subsequent bust. in addition to that, california is a non-recourse state. in the c
