that is all well and good nationally in dc with the unique and democratic system. there i would say it's a little bit what i was talking earlier about everybody operating in their sphere of influence. what are the things when i noticed when writing this book. just like nobody said we want to be the world's biggest jailer especially no one said that in african-american communities. but what is also true is there is a harsh version of the statement. there is a pack the bus kind of attitude. when i interviewed prosecutors about this book they would often talk about the police in the problem was that they bring us in these cases and if the police would bring us a different set of cases the movements prosecute a different set of cases. the thing is the prosecutors they prosecute the certain type of cases. what i want to say is how someone else is working or not working is always a problem. but what can you control. and as a judge you a lot of power. if you don't like the way things are going under the sentencing system you a lot of authority and that is true for everybod
