( james ) the mayor of benicia is proposing new regulations to be placed on the valero oil refinery. this comes after a flaring event earlier this monththat sent thick, black smoke into the sky. kron four's charles clifford spoke to the mayor about what changes she wants. back on may 5th, a major power outage at the valero refinery in benicia resulted in a flaring event that sent black smoke pouring into the sky. a nearby industrial area was evacuated, 2 elementary schools were ordered to shelter in place and a dozen people were taken to the hospital.sotmayor elizabeth patterson says it was very alarming and very scary. benicia's mayor, elizabeth patterson, believes the flaring event shows that the refinery needs additional oversight.
