north kr north korea has a diplomatic initiative about two weeks, about one week old where they are tryingget the u.n. to lift the sanction, and the u.s. to lift sanctions, and longer term, the goal of north korea has remained unchanged. and that goal is to the destruction of the south korean state, because the north koreans believe they have the right to rule the entire peninsula, and so they have the short term and long term strategies, and they think that this is the way to accomplish them. >> what do we know about the nuclear capabilities? >> well, they have detonated, and they have had five tests. they now have buried a device at their test site in northeastern north korea and they have sealed the tunnel and completed all of the the initial preparation, and the only thing that they are waiting for is kim jong-un to make a political decision of when to actually set the thing off. so at this point -- >> and let me just get that -- sorry, to interrupt you sh, butt me get that straight. are you saying that they have a nuclear weapon that is ready and set to go? >> yes. >> specifically not

so the threat from north korea -- missiles. so the threat from north korea is real. and the real threats demand real responses. we have tried various approaches in the past. we tried strategic patience during the last administration. i will tell you that i think secretary tillerson has helped device a strategy of maximum pressure -- devise a strategy of maximum pressure that makes a tremendous amount of success to me. i'll share with you why i think it is very credible. we have seen in the past, in banco delta ring asia, back when north korea was caught counterfeiting $100 u.s. bank notes, we saw at that time a strategy deployed that froze the capability of that regime. to move forward which it's nuclear weapons program. we know from talking to defectors about the impact that that had internally on north korea. because frankly these weapons programs are very expensive to run. it requires billions and billions of dollars every year. north korea doesn't really manufacture much other than some of the clandestine missile parts and so forth that they transfer overseas. an

north korea is aware of that.they're also aware of the transition that's taking place in south korea with a new president. does all that play into this? >> i think it does. it's an understudied and underrecognized fact that china and north korea have been signaling to each other with their militaries for several months now and several years now. it is a relationship that is not comfortable. they're not on as good of terms as they have been in the past. president xi jinping has never met kim jong-un, who has never left his own country. it's a relationship that's strained. hopefully the similymbolism is lost on china. they should understand that their economic development and regional prosperity will be at risk as long as north korea is allowed to continue its activities. >> but again, south korea bringing in a new president, who is open to more dialogue with north korea, a very big change from what we've seen over the past decade or so. so does it matter that, you know, they know that there is a possibility for mor
