this really constrained our ability to rebuild our military for this century. this appropriations bill changes all of that. no longer are the needs of our military going to be held hostage for increases in domestic spending. this means that we can finally make real important strides to increase and improve our readiness. we can get our service members the tools and resources they need to confront the threats that we face all around the world. we have a lot more work to do to rebuild our military this is a big first step. $25 billion year-over-year for our military and you do not have a corresponding $25 billion in domestic spending which is what obama would have required. that's not here. we broke this parity and we think it's an important step in the right direction. the first responsibility of our government is national defense. under president trump we're truly putting that first. we're excited that we're honoring two big priorities. a big down payment on border security and a big increase for our military so that they can do their jobs.

and in our collective response. there isn't a sheriff's department inne this nation's immune to the impact of mental illness and drug addiction having on the jail systems. the t deinstitutionalization of the mental ill in the '60s and '70s turned the jails and prisons into defacto mental health hospitals. my jail system in los angeles county is nation'sto largest mentalln health intuition. 70% of the cell matds have a mental illness. some sort of serious mental issue. upwards of 5,000 inmates need treatment for their illness. that population is forecasted to double over the next ten years. in n l.a. county we need to invt more than $2.2 billion infa a n consolidated treatment facility that can provide thehi mental health and medical services for this population which has nowhere else to go. los angeles county jail along with reichers island complex in new york city and the cook county jail in chicago are the top three n largest mental heal carere providers in the nation. this is a failure of our criminal justice sys

wilbur ross: well, one of our big objectives is to reduce our trade deficit. there are lots of ways of doing that. the way that we think is the easiest, not just for these two gorgeous but for anybody with whom would partner, would be to divert to u.s. sources products that are already -- they are already buying from abroad from the u.s.. some of the agricultural products a buyer from brazil. this would give us a better market share than we have now. that is just one example of many. mr. grumet: the issue of deficits is obviously significant in the administration's policy. the department has held public hearings on this. are all deficits created equal? it means a lot of different things to a lot of different people. sec. wilbur ross: i don't know if i would classify them good, medium, and bad. i think there's no question that trade surpluses are more beneficial to a country than trade deficit. but within deficits there are two categories that i would call. one is what i would call blameless deficit. for example, we are not yet self-sufficient in energy. so nat
