steve scalise essentially said that people with preexisting conditions are recovered, that they would be better off in fact than under obamacare. that muddies the water. the fact is that people could have their rates raised. we don't know by how much. >> his words, multiple layers of protection. is that a fact? he said multiple layers. even obamacare doesn't have -- look, we've been talking to a lot of experts. the consensus is that this bill with the mcarthur amendment would hurt people who have a preexisting conditions, medical histories as well as people older, people in that are 50s and 60s would be charged more. i think it's interesting on the heels of president trump going out there and saying i am committed to making sure that people with preexisting conditions have better protections than protections in obamacare. clearly republican members are feeling the heat. they know that it's the big sticking point, and they want to get out there and make these promises, but frankly i don't know that these are promises they can keep through this specific legislation. >> david? >> i think

it has happened as steve scalise said in the middle of the night, there have been people not following this debate. because those essential health benefits didn't apply to them. they're like us. we work for a major corporation which has some of the best nshls probably on earth. even some of those people will now their insurance affected by. this once word of this gets wider and there are greater debates, you'll find $8 billion to cover the increased cost by liberal estimates, i mean by progressive groups, it may be 1% of what is needed. by conservative estimates, less than 50% of what will be needed to cover people who are as a result of this bill going to be without insurance. >> the philosophical thing, not a thing, the debate itself. whether the government has a responsibility for people's health care or whether it is every man and woman for itself. >> the fact the republicans came back with basically tax credits which are basically, they're refundable in some cases where a family doesn't pay into income tax because they're low income. it is basically cash. the democrats really won
