the american people don't participate on election day only. the american people participate daily and this is your day to act. this is your day. i'm speaking to the american people. it is time for you to act. it is time for you to let us know where you stand. i've seen a poll that indicates that a majority now of those being polled are for impeachment. and i've seen another poll that says a plurality of those. whether it's majority or plurality, let's threat the american people weigh in. the american people should speak up, speak out, stand up so that we will get a sense of what the american people want. this is not something to be taken lightly. and i do not. i think that this is one of the highest callings that a member of congress has to address. i believe that this is where your patriotism is shown, where you demonstrate to the american people where you really stand. so i take this stand. it's a position of conscience for me. and i have not talked to another person in congress about this. each member of congress has to make his or her own d

but for the american people. mr. president, you have -- you understand and appreciate the importance of teams and teamwork. this is a remarkable team that is assembled here that is trying to address one of the real conundrums and challenges this nation has and that is how to make certain we are able to provide the kind of quality care for every single american. great teams don't just come together they need great leaders. i want to thank you from the bottom of my heart for the privilege of being on your team and thank the vice president and you for what you've done to date to make this happen. [applause] and we've gotten to this point right now because the men and women behind us have acted upon principles. it's the principle that patients and families and doctors ought to be making medical decisions, not washington, d.c. it's the principle that our health care system ought to be accessible for everybody, affordable for everybody, and of the highest quality and empower patients through transparency and accountability

invite our colleagues across the aisle, our democratic friends to join with us to help rescue the american people from this failure of the affordable care act. the house passed a bill last week, the american health care act. it's not a perfect bill. i dare say the senate is going to take up a bill of its own, and we'll try to work with our house colleagues to try to get legislation to the president and signed into law. it will rescue the american people and we'll finally deliver on our promise of more affordable premiums and better access and real choice. but it's really not enough just to stand back and to criticize those who are actually trying to rescue those who are in harm's way as a result of the failures of obamacare. that so far is what our friends across the aisle are doing. they are not lifting a finger to help the people hurt today by obamacare. we would challenge them to get involved and to work with us. many of our colleagues have come to the floor and talked about stories that they've heard from their constituents back in their states and the harm that the affordable care act has ca

we need the american people to know they can trust the fbi in the future. everybody needs to take it upon themselves to say what a of the american people to trust in that. >> you to think the president is is doing that? you're a republican. you made no secret dug the opposition to candidate trump. you said he displayed no understanding at the time of our constitutional system. are the fears you expressed in the campaign playing out now? >> listen, the problems that we face in terms of not having a shared understanding of why america has limited government and what the constitutional structure of checks and balances are supposed to protect, sthat not just a problem in the last four months. not in the last 18 months. we have had an erosion of an understanding of basic american sif ix for decades. i am concerned that now, there is not enough long-term thinking about how to restore an understanding of the american structure of government. i wish everybody in government, including in particular the president, would spend a lot more time and energy saying five and

think the main factor they're looking for is they're loyal to the justice system, loyal to the american people. this president is looking for someone who can come in, who is independent and has the support, i think, across the board, whether it's republicans, democrats, members of the fbi and certainly the american people. again, it wasn't just one thing that caused the president to make this decision. a large part of why he made this decision was because he didn't feel like director comey was up to the job. he had watched, it was just an erosion of confidence that he had in his ability to carry out the tasks that needed to be done. 33 he's looking for someone who can do that. >> don't you think the acting director of the fbi has a better handle on the rank and file than you do? >> i'm not going to get into a back and forth of who has a better handle? i've heard from multiple individuals that are very happy about the president's decision and i know that it was the right one. i believe that most of the people that we've talked to also believe it was the right decision to make. >> also want to a
