ms. jackson lee, for five minutes. ms. jackson lee: i thank the speaker and i ask to address the house, unanimous consent, and as well to revise and extend. the speaker pro tempore: without objection. ms. jackson lee: thank you. i want to speak about a young man by the name of will who's 34 years old and tells us a story that if he was a canadian there would be a good chance he could live 17 more years. he has cystic fibrosis, and i imagine there are many families with children who have that. but he's concerned about trumpcare and the impact. at age 2 he was diagnosed with cystic fibrosis, a he had red tear disease, impact -- hereditary disease, impacting 30,000 americans. he said imagine coming up for air but instead of breathing you uncontrollably you cough that air out. the harder you try to breathe the more you cough. this disease feels like a long drawnout panic attack set to the soundtrack of an endless hacking cough. at 34, statistically, i have seven more years left before my lungs cease to function. he mentions if

ms. lee: we -- ms. jackson lee: i thank you for your constant leadership and inconsistently allowing us to come to the floor to speak to our colleagues and hopefully the american people on important topics. can't think of a more important topic, the question of health care for americans. might i say that the health care statement or framework was issued about 12 noon on thursday. as you know, we worked through friday and i left about 12 noonan landed in houston and went directly to the legacy health clinic on lions avenue in fifth ward, texas. that was a federally qualified health clinic that was constructed by the affordable care act. and to bring to health care, senior citizens living across the street, easy access to health care. there was 70 people who came. we walked down the street to ask that this president and the senators lead our -- leave our health care alone. more importantly, the disabled community came. there were children, pastors, there were doctors and good people there, but there was a blind,

ms. sheila jackson lee, and i yield to her two minutes. the chair: the gentlelady is recognized for two minutes. ms. jackson lee: i would say this is about bad medicine, not good medicine, and undermining good health care. as we've seen in the trumpcare saga causing some 49 million people to lose their insurance, here we go again. i would offer to say that the most difficult and hurtful and harmful aspect of this particular legislation is it will make it more difficult for plaintiffs to seek the redress for medical injuries that have been proven in court. in addition, it proposes to make dangerous and potentially unconstitutional changes that our nation's federal system -- by our nation's federal system, intruding on state sovereignty, the very thing that republicans seem to relish and to support. because this bill attempts to preempt the several areas of tort law that have been traditionally reserved to the states. i would tell my good friends in tennessee and west virginia, deal with your states just as other individuals deal with their o

ms. jackson lee, for five minutes. ms. jackson lee: i thank the speaker. and good morning. i believe it is important when we have an opportunity to discuss issues in a more deliberate tiff manner to rise to the floor to remind americans who every day get up and work and provide the engine to this economy of the destructive behavior that's about to begin in the united states congress. the affordable care act, obamacare, took three years-plus to engage with every health professional, americans across the nation, tens upon tens upon tens of hearings and individual engamingment with people who -- engagement with people who are sick and people who had lack of insurance. i remember hearing from parents whose children had died because they had no insurance. one mother of a young law professional who unfortunately steered toward drugs but had gotten himself rehabilitated but developed hepatitis because he had no insurance he wound up dying in the emergency room. there were endless stories like that, but the affordable care act came in and provided dollars for pre-existing condition

ms. jackson lee: mr. speaker, i rise with great jubilation and excitement to recognize and congratulate the catholic charities as they celebrate this day, june 12, being an historic day in texas, because it has been named as texas women veterans day. the catholic charities of the archdiocese of galveston, houston, want to ensure that the texas legislate -- legislators who supported this are in fact congratulated and we're grateful that it was signed into law. texas has the highest number of women veterans of any state in the country. last year 183,597. and these heroes and sheroes could soon have a special day when the state will annually recognize their sacrifices. june 12 now has historic significance. on june 12, 1948, the women's armed services integration act was passed nationally i --, national -- nationally, allowing women to serve as members of the military. we're delighted that the special population that has bravely served our nation will be honored on this very important day, says catholic char

ms. jackson lee: as we go home to commemorate the birth of this nation, wish all well, we would hope we would be able to go home by feeling comfortable that the administration was taking care of the american people. we've come to find out that the e.p.a. is reversing a decision of the obama administration to allow pesticide by the name -- that is chlorophyll-based to be used on fruits and vegetables. i understand the needs of farmers, but there are documented studies that indicate it may have a significant impact on the brain function of little children as young as 7 years old. where is the care of the nation by this administration? and then they are planning a health care bill that will see this young lady lose her health care. in my district, 89,000 people will lose their insurance when they cut $854 billion out of medicaid, 16,000 will be children. where will the hospitals survive if they are closed in rural and urban america? and where will the seniors be when their nursing home puts them out because the medicaid that's been for working seniors but now retired in nursing homes, they rely

ms. jackson lee: there are a number of us who were able to go to the children's hospital here washington, d.c., and met twomy rack louse families. children with complex, chronic diseases. but the love of their parents, one could not tell they were different from any other child but yet they had horrific and difficult medical conditions. those parents were middle class, working families and said that without medicaid, the half a million dollars of health care that keeps those beautiful children alive and leads them to a pathway of a life of love would not be possible. i am glad that the senate trumpcare bill has been stopped in its tracks, the same bill that the c.b.o. has said 49 million americans will lose their insurance in 2026. there is no pathway to reform this bill there is no white house meeting new york presidential cajoling and shooting deals back and forth. these are lives of americans. and as long as it take, we'll fight to the end to stop the demolition of the affordable care act which most americans, over 50%, want the affordable care act, stop the foolishness. i yield back.

ms. jackson lee: mr. speaker, as we reflect on our colleagues and pray for their speedy recovery, let me stop for a moment to pay tribute to a very special time in certain parts of the united states now being celebrated across the land. as i go home this weekend, we will be celebrating, commemorating juneteenth. as president lincoln gave the emancipation proclamation in ' 3, my constituencies ancestors did not hear of the freeing of the slaves until more than 2 1/2 years later. major granger landed in galveston to announce the slaves were free and emancipated. it's a serious time to honor those anti-legacies of all of those who gave to this country. and we celebrate it with excitement and honor and dignity. today -- this weekend i'm excited we'll rededicate the emancipation park. we'll name the street emancipation street. we're delighted that the ost alameda donated $33 million. along with foundations, the city of houston and community dollars. we will acknowledge those who bought the land so many, many y
