the senators are rand paul, ted cruz and ron johnson. three of them at least among the most conservative senators in the chamber. now, mitch mcconnell can only afford to lose three republican senators. and this bill is dead. if he loses these four this bill does not stand a chance of passage. this is a huge blow to the discussion that's put forward. these senators are not necessarily ruling out supporting this bill. with some amendments. but it's clear they want some changes or -- and if they don't get it looks like this bill will be a very heavy lift and other republicans who say they are concerned about the depth of some of the cuts in this. especially to medicaid. they include dean houer of nevada, a republican senator up for re-election next year and susan collins put out a vague statement saying she is concerned with some provisions of the bill but ready to review it. julia: they don't have the votes at this stage it looks pretty clear. but this was always going to be a starting point. i think and it was going to be tinkering afterw

ted cruz, mike lee, ron johnson and rand paul along with three more republican senators who are concerned and are seeking changes. what do you think, jason miller? >> well, don, there's a big difference between saying that they're absolutely opposed to this bill and this reform in any way, shape, or form and there's no chance they can ever get there or it's not there yet an they're using it as a leverage point and want to see a couple of additional tweaks or changes or even concessions as they work along. so i think the senate bill did a couple really smart things where it made it a lot more palatable, i believe to moderates. did a couple things i believe also will get conservatives onboard, but fundamentally as we saw yesterday with the news of anthem blue cross, blue shield pulling out of indiana and ohio and wisconsin, obamacare is absolutely imploding. i think they're taking the right steps. ted cruz, in particular, i think has a couple really good ideas for some reform and hopefully adopt a few of them and get them onboard. >> let me ask you, jason. the president said it was mean and

ron johnson pointed it out.impact on healthcare policies we get it wrong a lot. it is complicated to know what people will do. i'll give you an example. in the most recent cbo analysis they talked about 15 million people the mandate goes away might choose not to get healthcare coverage. year after year as obamacare stays in place, people avoid the mandate but choose not to continue healthcare coverage. i'd rather have a tax credit for somebody to buy the healthcare insurance they want than force them onto medicaid. medicaid is better than nothing. >> it doesn't help if you don't have enough money to pay the taxes that offset the subsidy. >> these are refundable tax across you get even if you don't pay income taxes. some republicans think it is too generous but the off-ramp they have chosen. >> that would be a subsidy. >> you make a really good point. the difference between a tax credit and -- >> the difference between what you pay in taxes and abatement thereof. if it's money in their pocket, that's something el

ron johnson of wisconsin. people who are very supportive of repeali ining obamacare, but don't think they're ready for a vote now. is there something to that? >> this is a process that senator mcconnell worked through. obviously he'll call the vote just like the speaker in the house. we'll keep making sure we get there. end of the day, the results matter. not necessarily the process. we want to fulfill the promise republicans are making, that the president has been making we're going to lower premiums and improve access for americans and get it done the right way. as this process moves forward, when the votes are there, the senate will call the vote. >> reporter: how deep into the policy and the problems that some of his fellow republicans have is the vice president getting? how much is he trying to problem-solve on the policy to get those votes where they need to be? >> i think working with senators on both sides, in terms of the caucus and where they are and what their specific issues may be. as a former gov

senator rand paul of kentucky, senator cruz of texas, ron johnson of wisconsin and mike lee issued the joint statement. and the reason between them vary. but they want to repeal more than ork. they want to repeal regulations around pre-existing conditions or what's called the essential health benefits which are required to be covered in an insurance plan. they say it is driving up premiums. it's unclear if mcconnell shifts the bill to please them, he risks losing moderates. >> and you mentioned susan collins of maine. what are they saying? what are their concerns? >> they have concerns -- they have more toned down which tends to be the case. moderates are a little more less outspoken than the conservatives. but there have been several moderate concerns. susan collins of maine has said she is worried about medicaid cuts especially after 2025. she is concerned about that. she thinks it might hurt rural hospitals as well as beneficiaries in medicaid. dean heller, the senator from nevada, he is up for re-election and one of the most vulnerable senators and he is worried about medicaid. we

mike lee of you they and ron johnson of wisconsin. republicans can afford to lose two votes and pass this bill. this comes hours after gop senators released a draft version. it keeps the fundamental principles of obamacare intact. but dismantled some of the healthcare law. gone are the so-called employer mandates and the tax penalty on americans that don't carry insurance. this senate draft lifts obamacare's taxes on wealthy americans and medical company. it also creates a new system of tack credits for low income americans. similar to the health bill that the house passed last month. the one that president trump called mean. in fact, the senate bill is a lot like the house bill that senator rand paul called obamacare light. under obamacare, the government issues tax credits based on income. the senate would have the government give tax credits based on income and age. while the house bill has tax credits based on age alone. the senate legislation would keep obamacare's protections for people with pre-existing conditions, unlike the h

earlier, i spoke with republican senator ron johnson about the labor shortage in wisconsin.nd i talked after the election and you said something that stuck with me which is that as you traveled the state, when he for reelection, you had heard that from manufacturers, and small businesses that there wasn't a single manufacturer in the state that could find the number of skilled workers that they needed. is that still true? and what is the problem? >> first of all, it dates way further back than just my election. i have been in manufacturing for 30 years. i think for 20 years and wisconsin it has been difficult to find people to work in manufacturing. in the six years i have been united states enter i traveled the state, terry manufacturing plants, there has not been one eye toward that can hire enough people.this is been a pervasive, very long-term problem. i am seeing two things. principle we pay people not to work which is a real problem. and secondly we have been telling our young people for decades you have to get a four year degree. think about that, what does that imply

they include susan collins, the most recent of these, ron johnson, dean heller and rand paul. those last two probably two of the harder nosed for republicans to swing at at this point. but they are working very hard to swing at. sort of a multipronged effort. we know that donald trump has been on the phone with some of these republican senators. you mentioned this lunch meeting today with mitch mcconnell, senate leadership here is going to be negotiating with some of the folks who they think they can negotiate with, and then they're bringing in some backup. tonight at the vice president's home we'll have a dinner with mike pence and four conservative lawmakers including mike lee, who's been one of the folks who's been a hard no on this bill and may actually be a no on the motion to proceed. and some of his sort of younger conservative contemporaries including james lankford, tom cotton, and ben from nebraska, been sort of noncommittal. mike peps was a big part of the negotiations on the house side of this bill. he's likely to play a big role as we move the the senate. but, ste

and so by delaying the vote, it now becomes theoretically possible to get ron johnson's vote. but mitch mcconnell's biggest problem isn't actually the number of senators who are against the bill publicly. it's the number of senators who have said publicly that they are for the bill. there are only five of them. mitch mcconnell, mike enzi, lamar alexander, and jim enhop. that is it. no one else is willing to say they support mitch mcconnell's bill. that leaves 39 republican senators undecided. i have never seen less support for a majority leader's top-priority bill, which is a top priority of his party and his president. the five, five public supporters are the loneliest public supporters of a major party agenda item that the senate has ever seen. this legislation was supposed to be handled by the senate finance committee. that's the committee with jurisdiction over this. but mitch mcconnell, in an unprecedented insult to the committee and a personal insult to chairman orrin hatch, removed the bill from the finance committee and created, out of thin air, a group, a group of 13

in fact, senator ron johnson said that in addition to reading the bill, "i'll also want to get full input from constituencies in wisconsin." adding, "i find it hard to believe that we'll have enough time to pass the bill this month." 13 senators were involved in the working group to draft the bill. you see them there on your screen. though several say they were not part of the final process. even among those who were, several of those senators have complaints about how obama care was drafted back in 2009 as these clips compiled by the 11th hour show. >> americans are asking the democrats to put party loyalty aside tonight, to put the interests of small business owners, taxpayers, and seniors first. >> we want to make sure they pass it before the american people find out what's in it because the american people by nearly two to one according to the cnn poll, don't like what they've heard about the health care bill. >> i want to make sure my health care is not going to be made worse by what's going to happen in the senate between now and the end of the year. >> when americans voted to chang

the lobbying has done trying to get the four conservatives, ted cruz, mike lee, rand paul and ron johnson, trying to get those guys on board, and a separate lobbying effort for the moderates, the lisa murkowskis and susan collinses. so they do have very different needs here and their needs are sometimes at cross purposes. so the changes that the conservatives want to see, they want to see that states have more chances to opt out of giving people guaranteed benefits in insurance plans. so they want to make it to that it's a lot easier for states to say here's a bare bones chopped down plan, doesn't protect against pre-existing conditions, charging more for pre-existing conditions. don't charge for covering maternity at all. they say there are young, particularly healthy people who want cheap plans and want to make those available, but that makes other people really worried because the more cheap plans that are out there the more likely it is that the entire insurance market will shift to having less protective plans. there are changes that could be made over the weekend. there are changes
