premiums continue to rise after we hold a press conference claiming to have repealed obamacare, that's a disaster. >> yeah, that's a disaster. republicans senator ted a blunt analysis of the senate's better care reconciliation bill. so if it passes, it would be a big victory for young people, who would no longer be mandated to buy in and would get larger subsidies, lower premiums, and for high-income earners who would benefit from a hefty tax cut. the biggest losers would be those on medicaid, poor, older americans, also drug addicts, as well as planned parenthood and the centers for disease control and prevention. joining me now is jonathan gruber, a key architect of the aca, known as obamacare. so was senator cruz right about this? were premiums going up that high under the current aca, under obamacare? >> here's the basic fact. there's only two truths in life. baseball trues are too slow and health care premiums always go up. >> i thought it was death and taxes? >> no, those are the more important truths. the relevant question is not if health care costs are going to go up. they've always gone up. the question is, what happens to the growth rate

conference meeting. the votes aren't there in the house or the senate. he's looking at amendment from senator ted cruz. those groups of people are talk, as you know well. that conservative leader of the freedom caucus and ted cruz they have met regularly over the years and they seem to be in contact on the contents here. so, the overall reality of this, hallie, is that it is still a very difficult needle to thread. with the language that the moderates have used. dean heller was very strong in opposition to his bill. susan collins arguing that this would essentially take one in five potentially of the people in her state would be negatively impacted by this bill. she can't do it. that's two right there. that means you would have to corral absolutely everybody else. it is shaping up to be a very difficult landscape and people i talk to now say it's less likely to pass. >> before i let you go, does that mean this could get delayed? do you think senator mcconnell, whom paul ryan would not bet against would push this off or stick to this week's timeline and if it fails, it fails? >> still several options on

ted cruz really wants to get to yes. there can be some more wrangling but that could threaten the support of moderates on the other side of the republican conferenceer way, they've decided internally that they need to get this back. people bring it to the floor. they can bring it down to one or two people, stopping the fulfillment of a seven-year promise. they've lost too much time and too much momentum. there are strong indications that they are going to get this through the senate and if they can, pass the over to the house and get this possibly before the july 4th holiday. they are in a huge rush and it's intentional. >> john: the other three senators, rob johnson, mike lee, and rand paul. let's listen to what rand paul said about it earlier. >> we cannot support the current bill. we are open to negotiation but we want the bill to look more like a repeal. we are afraid that when we read the bill, it actually looks like a reiteration or a keeping of obamacare. >> john: it looks like the senate was trying to leave in place a lot of the provisions or some of the provisions of obamacare. particularly on subsidies, pre-existing conditions. can they

ted cruz is concerned about. he has a legitimate concern. the house bill has better provision in it, this bill is really a ball. we want to kick it down the field toward conferenced senate so we get a final bill land on president's desk. david: i have to push you on this, betsy, will it lower premiums as it is written now? >> no the senate bill will not lower premiums sufficiently. what it does do, critically important, it reforms medicaid. this nation is in danger of drowning in medicaid costs. we have 74 million people on medicaid. that is 20 million more than on medicare. half of all the women who give birth in the united states have medicaid pick up the tab. medicaid was supposed to be a social safety net. david: it is like food stamps. there has been explosion of welfare. medicaid is a form of welfare, therefore it is part of the fix, but another critical point that rand paul and others have made about it is, there is 50 billion-dollar essential payout, essentially a payout for insurance companies because they have to pay, they have to continue to pay for these preexisting conditions. is that, does that qualify as a bailout? is that a disqualifier for you?

ted cruz, mike lee, ron johnson, they said we don't like it. so you had four on the right yesterday. now you have heller. he is a moderate. next to the rest of the conferencethe only state, nevada, where hillary clinton won. if you're republican leaders, if you want to take care of dean heller, you want to make it more moderate to somebody from a swing state running next year, do you make changes that risk losing these guys on the right who already said, they need to see that they go in the other direction. so that's one of your dilemmas. do you alienate them? let's say they can't accommodate him. let's say he says i can't win if i vote against it. that would be one of the three. let's say they lose rand paul. a lot of people say there are no changes could make rand paul, as close to libertarian as there are. that would be one, that would be two. >> so that opens it up. could it be susan collins, lisa murkowski, a wild card. could a flake from arizona, cory guardner from colorado, one vote could sink it. that's one thing to keep an eye on. and the politics of this. if republican dozen succeed in passing this, if they succeed in implementing it, take a look
