. >>> new this morning, owners of an east bay towing company are being fined almost $5 million after accused them of violating state labor laws. the california labor commission office filed -- cited an anaheim towing company as well as two companies in oakland. a state inspector accused the companies of labor violations affecting 187 employees including truck drivers, dispatchers and mechanics. the owners are accused of not paying minimum wage and overtime and also denying meal breaks and rest breaks. they are appealing the funds. >>> south bay homeless advocates are claiming a victory after the city of san jose backed away from a crackdown on people feeding the homeless in a downtown part. last month the city responded to residents complaints about litter and trash. city leaders considered issuing citations by enforcing an ordinance that bans food distribution. is city spokeswoman told ktvu and i want to focus on educating the homeless on ways to get help. they also want to get the word out about the concerns with beating the homeless before they enforce an ordinance. >> they have t

they're working to tow the vehicles. can see the tow is all hooked up and getting ready to head away here. the driver of the vehicle that crashed into four others was one of the three people who was shot and then lost control of the vehicle and again, as you can see, the cleanup continues but let's start with surveillance video of that crash late last night here at ninth and eddystone. you can see headlights, then the collision, debris flying into the air. we're hearing five cars were damaged in the crash including the driver's vehicle, but this all began around 11:30 last night in chester. three people were shot on the 1100 block of brown street in chester. the circumstances surrounding that shooting remain under investigation but we know the driver of the vehicle that crashed was shot as well as one passenger. a third person was shot who was outside of that vehicle. after the driver was shot, he managed to drive to ninth and eddystone in eddystone which is a little more than a half a mile away from that shooting scene.

police also towed away a car that was in front of the house believed to be involved. but again, this is just one of two shootings, in north philadelphia, overnight. the shooting in fairhill had been sometime after 1:30 a.m. near the intersection of fourth street and indianna avenue. police say someone approached hispanic man in his 20's, and shot him anywhere from one to four times in the face. neighbors attempt topped take him to the hospital. but police arrived quickly and transported the man to temple hospital. where he was pronounced dead short time later. nearby, in feltonville, police are investigating another shooting, on the 4900 block of b street. just before midnight, police say a 17 year old girl was sitting inside a home, when she was struck in the chest by a stray bullet that came through the window. she arrived at st. christopher hospital for children, in a private car, and is recovering there. an offer duty police officer in the neighborhood spotted several men running into an apartment building on the same block. the swat team cleared the building, but
