good day, i'm chris jansing, continuing coverage of the rain in texas, where millions of people in the southeastern part of the state are bracing for two more days of storms. some estimates put the expected total rainfall at an unprecedented 50 inches of rain or more, that's what hine residents are used to seeing in an entire year. those communities struggling in harvey's wake, there is a flash flood watch in effect for 11 million people. at least five people are dead. 2,000 have been rescued. rescue and recovery teams from across the country are heading to houston now to help residents navigate that rainfall and get to dry, safe spaces. >> a lot of people are fr frustrated, they don't understand why when we send trucks and we can't get to you, unfortunately, trucks can only go so far into the water. please don't give up on us and none of us are going to give up. >> please don't give up on us, president donald trump has approved disaster declarations for both texas and louisiana. he will travel with the first lady to a location inland from the storm. we also expect to hear from the dal

remember, as you well know, chris jansing, the obama administration tried to crack down on leaks, as well, and that was notable over the last eight years during his administration. and the trump administration, you are seeing this very aggressively. there's a couple of components to this. number one, you talk about the war on leaks. it's kind of a two-pronged war. one is the war on the leakers themselves. and that is why the doj is announcing it is creating a new counter intelligence unit, essentially, to go after that part of it. the other, frankly, is how the leaks get out, which is via the media, via the press, and jeff sessions is escalating the rhetoric there, as well, saying they are reviewing the subpoena policy for department of justice. a very controversial move that the obama administration tried back in 2013, was problematic, obviously, for a lot of members of the media, and a little bit of a walk-back a couple years later. now a review of that policy. so a two-pronged war against leakers and the media. and the political playout, as well, chris. you've got this attorney ge

i'm chris jansing at msnbc headquarters in new york. now two minutes after 1:00 on the east coast. it is 12:01 in houston, texas. the rain is still falling and the water is still rides rising in houston. the water in some roadways 17 feet deep. that's right. 17 feet deep. officials opened this spillway at the reservoir this morning in an attempt to keep the waters from overflowing their banks. but there are concerns the move could cause even further flooding. harvey, which came ashore as a category 4 hurricane, has been blamed for at least two deaths. now federal officials said this morning more than 30,000 people are expected to be placed in temporary shelters. more than 450,000 expected to seek some sort of assistance. the coast guard says it's rescued more than 1,400 people, and the national weather service says harvey could move up the texas coast toward louisiana over the next five days. but the rescue of those trapped remains the order of the day. >> the goal is rescue. and that's the major focus for the day. that's my directive. is that we want to focus on getting people whe
