dan rostenkowski, the chairman of the ways and means committee in the house, was for it. tip o'neill, democratic speaker of the house, was for it. we had bob packwood and other really -- bill bradley, brilliant people on the finance committee, democrat and republican. they were for it. and it still took five years to do it. it still took five years to do it. really hard stuff. but we need to get serious about it, and we need to get going. at the end of the day, my hope is we will end up being revenue neutral. my hope is we will be revenue neutral. i hope at the end of the day what we actually do is answer these four questions. is it fair? does it foster economic growth? does it make the tax code less complex or more complex? and finally, how does it affect our fiscal situation, our budget situation? and my hope is we can answer those -- keep those questions in our mind as we formulate tax reform and answer them in an appropriate way. i think -- i see my colleague here. he is waiting to -- with whom i serve on the finance committee and on the environment and public works committee. he
