joining me in the studio right now is wendy armstrong. she and her husband volunteer with the march of dimes board of directors, and their family has been a march of dimes mission family. their daughter london was born premature at 25 weeks. we are very, very happy to have you here today. and you and i -- we're both fans of the march of dimes, so tell us a little bit about that. >> sure. the march of dimes is a leading organization that is trying to fight the battle against prematurity. as you mentioned, 1 in 10 babies is born premature. my daughter london was born premature, as well. >> a mircopreemie, right? >> right, she was a mircopreemie. she was born under two pounds. i had a really easy pregnancy, and then all of a sudden at 23 weeks, which is roughly halfway through your pregnancy, my water broke. we were stunned. cheryl, we didn't realize that babies could come that early, much less survive. >> and she's so tiny there. >> and so -- you said something about "much less survive" -- the doctors didn't really offer you much hope in th

wendy, it's important to know that this problem is not unique to washington, d.c. it's a national problem. jurisdictions are having trouble keeping up with the demand particularly in local jails. >> here in the district, we've seen a 60% increase in these pretrial admissions in the last two years. >> so recently when judges here at dc superior court ordered inmates to undergo mental evaluations where they can be found competent. some of those inmates ended up days to several weeks. it's not just inmates impacted by this backlog. currently six patients who have been committed are still waiting for an open bed. on friday, judge lynn blasted the agency for not solving this backlog problem, saying it's in the interest of human beings who are in jail unlawfully. tonya is in charge of elizabeth. she says the cause of the problem goes just beyond her agency. >> we're all equal partners. we all have a part to play. >> they say the saint elizabeth's facility was just open about ten years ago is at capacity, which can't be increased. >> no, you can't just add beds to a hospi

liz: wendy, the president conduct relations. what are your thoughts there. >> i think it's incorrect. if it does fix race relations, it does so for a small part of the population. and that's because individuals who care about race relations are individuals who do not have jobs. so the question will be for those individuals who do have jobs, who do care about race relations, how do you then close that gap? like myself, i'm a professor. i care about race relations, so him giving jobs will not make me care or help me in any way about race relations, and i think that's really important. and i think that, you know, in the presser yesterday that we had that was really unhinged, it just really flew off the handles. it really took apart piece by piece everything the president said when he held that second press conference. and i think that the nation is still reeling from that. i know i did a segment earlier today where there were tears shed by commentators. so this is beyond talking points at this time. we're not talking about partisan
