ms. kaptur: mr. speaker, i rise today to call on my colleagues to please join the urban agriculture production act of 2017, a bipartisan measure that bolsters local farming and inspires communities to create food production systems that stimulate development and healthy eating. there are more than 23 million people in food desert neighborhoods across our country. where there are no stores within one mile to buy healthy food. without healthy oppings, people are relegated to eating -- options, people are relegated to eating unprocessed, -- unhealthy, processed junk food. people who lack access to fresh foot foods are facing growing epidemics of obesity, hypertension, high blood pressure and die beat. this bill is a step to correct this unacceptable trend. community gardens, green houses, farmers markets, hoop houses and other local food initiatives tend to be the best outlets to purchase local fresh food. our bill builds on these local successes by expanding local farming in nontraditional agricultural

ms. kaptur: mr. speaker, during world war ii a wise admonition from our military read, loose lips sink ships. in other words, beware of unguarded talk. of late, our world has witnessed an unprecedented escalation in tension with north korea and its deranged tyrant, including north korea's recent firing of a missile over japan. yet president trump's reaction to the ongoing north korean crisis has been an unguarded yielding of dangerous words of war. his improvised remarks has stunned experts and even his own advisors. instead of thorough diplomatic pressure, president trump has done the opposite. his unpredictable rhetoric lacks strategic thought. it puts american troops stationed in south korea and our regional allies at greater risk. this administration is understaffing the state department, weakening its ability to handle this sort of diplomacy i'm speaking of, and in the president's 2018 budget, the state bpt -- the state department is really an afterthought with major accounts cut to the bone. th

ms. kaptur: yes, mr. speaker. during the august recess i organized a district field hearing to hear firsthand accounts from america's workers, my constituents on nafta's disastrous job impact. these voices must be heard and listened to as our nation renegotiates nafta. these real stories are the people who live the impacts of washington's agreement. i thank the local united auto workers chapter 1250 for graciously hosting us, a region that lost over 14,000 jobs after nafta's passage to mexico and to latin america. i would like to insert in the ecord the testimony of amy hanyoffer, donny blatt, mark payne of the united auto workers. they directly know the negative impacts of nafta. amy stressed the changing of manufacturing in ohio, making up one of eight drobs. donny said we lost 300,000 jobs. as well as the imperative of a new nafta agreement. and mark talked about a continental living wage and investment in american job growth. all three emphasized a deal that works for jobs here in america, america's workers an
