the beginning this was no reagan human rights policy. it's interesting, the beginning of the reagan administration was kind of like the beginning of the george w. bush administration in that there was a feeling that this was democratic stuff. this was lefty stuff. this was soft thinking. we're not going to fall into that trap again. but in the reagan administration, by the end of, certainly, by the end of a year and a half when secretary schultz came on, reagan developed a human rights policy, a conservative human rights policy that ultimately led, particularly in the second term, to an extremely active democracy promotion policy. and one of the things that i think is very important here is the criticism we made of carter was in part. he had a human rights policy, he didn't have a democracy policy. in other words, what we used to say was it's good to get people out of jail, you know, political prisoners, but they can lock them up faster than we can get them out. the solution to these kinds of problems in the soviet union or anywhere else can't be endless american intervention or efforts at human rights intervention. it is the development of
