us to be involved with it. i'm just talking about san francisco. i can't -- for those out of towners, if that's what their values are, that's fine, but i'm talking about us in san francisco. but i realize that in the last six months, there's been opportunities for us -- the different departments -- the police departments and so forth -- to get further training in pretty similar stuff, whether it was for the mass demonstration piece, there was opportunities there. there were -- so in a way, it's -- there is he aa l's a l contradictions when people come and testify. i'd like to say, in my point of view, some of the things that public speakers pointed out is that urban shield is sort of a conflicting issue for us in san francisco. on the one hand, it promotes public safety through tactical training, and on the other hand, it instills fear in every community it aims to protect, so i don't know how to resolve that. and i'm -- as i mentioned earlier, i'm totally really unhappy about the timing of all this stuff, and it seems to happen over and over again.

so right now, one of the main hangups for the board of supervisors here in san francisco is the land use issue. so we're talking about how close these dispensaries can be from schools or daycares. in san francisco, jackie ward, kpix 5. >>> republicans are gaining momentum in the effort to overhaul our tax code after a successful vote in the house. yesterday's vote was mostly along party lines. 13 republicans voted no on the plan. mostly lawmakers from high tax states including three from california. the remaining 11 california gop members voted yes. every democrat voted no. the bill immediately reduces the corporate tax rate and repeals the estate tax. it does not include a repeal of the affordable care act individual mandate like the senate plan. getting a tax bill passed in the senate is a challenge. republicans there can only lose two votes and several senators have already expressed reservations about the cuts to healthcare spending. >> i am concerned. i believe that if we start getting into healthcare issues with the individual mandate, that we send a very mixed message. >> i'm incl
