bob barnard is live this morning. he's on the roads. bob, where are you now?know where you were headed. where were you going right now? >> reporter: we're still headed toward the eastern shore and we are approaching the toll plaza here at the chesapeake bay bridge. we -- since we've been on in the last half hour have learned of the new restriction. no t empty loads are now allowed to cross the bay bridge and as you can see here its pretty wide opened. snow is still falling. the road surface here is covered with snow. there is a 40 miles per hour restriction as you cross the bridge both toward the eastern shore and then coming back from the eastern shore toward the d.c. area. but the only restriction right now, because of winds, and it has gotten windier is the restriction on trucks with nothing their trailer. other than that it's a 40 miles an hour speed limit restriction. basically mdot is saying if the conditions get worse, if there are winds over 40 miles an hour sustained, that there is the potential for further restrictions and that if the winds are 55 or

fox5's bob barnard is live in northwest with the details much that's the headline. mplicated than that, bob. good morning. >> reporter: yeah, it is. we're not going to settle thing right here right now, but it is called the fair elections act of 2017. it's been in the works for more than a year now. it passed the judiciary committee here at the d.c. council by a five-zero vote late last year. it's first first of the full council is this morning at 10:0t month. this measure has overwhelming support on the council, however mayor bowser says she does not support it. the fair elections act would take big corporate and non-resident donations out of theic participating candidates would be required to agree to accept only small dollar donations and in exchange for that theologate five-one match on all eligible contributions roughly $100 or less. this would apply to candidates for mayor, council, board of elections and attorney general. advocates say it would give more power if you will to women and people of color here in the district because, again, those participating can

team coverage of this winter storm continues this morning in maryland. >> fox5's bob barnard is checkingar the chesapeake bay bridge. bob, what is it looking like there? >> reporter: well, guys, there are se now because of the winds here over the chesapeake bay and i'll tell you, i've been driving now for the last little bit and indira levine was earlier and i could see her knuckles on the steering wheel as we were approaching the bay bridge from annapolis coming toward the eastern shore so we pulled over. i'm now driving. i drove across. it's definitely windy and it's windier heading back. those coming from the eastern shore toward annapolis and d.c. going this way on the bridge what's it like and the winds have actually picked up since we came across earlier. the restriction now is that trucks with empty trailers are not allowed to cross the chesapeake bay on the bay bridge. if the winds are sustained at 40 miles an hour and higher, there will be further restrictions. at 55 miles an hour or higher, at a steady wind, they will actually close the bay bridge and mdot warned people last po

bob barnard live in beth to show us how to minimize the damage during the worse of winters.that may be exposed. do tell. what should we be doing. >> reporter: pvc or old copper piping, wssc which is the water authority here in montgomery and in prince george's county tells us they've been getting a lot of calls from people who pipes burst and side their home. they're often by an outside window here. so couple things they suggest. you can have the water in your faucets at a trickle and that keep the water flowing through the pipes. also keep your thermostat at least 55 degrees or better and then if you have a cabinet underneath the sing here, open it up it actually exposes those pipes in there to the warmth of the room which will also protect those pipes as you know, we were with pete piringer of montgomery county fire in the 8:00 o'clock hour, and he was mentioning that, you know, they've had calls because some people leave their ovens doors open, let that help heat the house on these frigid cold nights especially. candles are also a no-no. do not and we've had fatalities he
