there was the fabled shutdown in '95 with the clinton/gingrich standoff. several during the reagan years. but when you combine this -- these fiscal cliffs, you know, this kind of -- it's almost looney tunes bugs bunny, road runny meets c-span to some extent. it happens again and again. and people, as you say, they wanted thing to work. we adjudicated that in 1995. it's hard to believe it has been 22 years since that happened, but that was a real question. the newly empowered house majority, the first time the republicans had had the house in 40 years took the issue to the country. the country on one side of its mouth said we really don't want as much government so speaker gingrich and the revolutionaries of that era said, okay, if you really don't want it, let's see if you can live without it. and the bet that bill clinton made, and it really saved his presidency in many ways, was, in fact, people did want government. they want efficiency. and i think images like this, which won't loom as large for sane and well-just the people as they do for us, but they

newt gingrich got the blame. 2013, john boehner and house republicans took the blame even with boem inhe -- with barack obama in the whougs. >> is there a case to be made that putting daca/the d.r.e.a.m.ers into this cr is a mistake? there's too much to it. you're not going to get just that, whether a wall component and/or security, chain migration, the lottery, do you think there's just too much to fit it in in two days? >> no comprehensive immigration reform is enough to plesh by friday, but the terms of the graham/durbin bill, which i saw on paper, included 1.6 billion for construction of something that president trump would call a wall and the democrats would call virtual fencing or whatever would make them comfortable. but these concessions on chain migration should make conservatives very happy and i think liberal democrats. they are upset about it. this is interesting, he got a last-minute blowback from immigration talks, including his aide, stephen miller, that is now playing the steven bannon role as well as senator cotton who is pushing for restrictions on legal immigration.

they did it under gingrich. they did it three years ago for 16 days. and they are pursuing that policy now. this is a shutdown that president trump welcomed. he would allowey put on the floor, issues on which we have consensus. speaker ryan said this, we will advance major legislation one issue at a time. and then he said, we will not duck the tough issues. we will take them head-on. his failure to do either of those has realized the president's objective of shutting down this government. the answer to your question ms., absolutely. -- the answer to your question is, absolutely. none of us here have supported policies to shut down the government. what we have supported our positive policies for the american people. and we have not spent a minute putting on the floor, an agreed , over the last four years, a parody of domestic and military spending. both of which we support. both of which, speaker ryan 2014, 2015, and 2017. white doesn't he -- why doesn't he agree on that now? i don't know the answer, but it has led to the fact that this incompetent lead
