ms. cheney: thanks very much, mr. speaker. mr. speaker, we have seen on display and this debate exactly the problem. and frankly it's despicable, mr. speaker. we're in a situation where our colleagues on the gentleman yields back the balance of his time. the gentlelady from wyoming the the aisle are holding hostage funding for our troops over the issue of illegal immigration. and there is no other way to describe it. there is no other way -- i can't put into words the people watching i'm sure have seen it on the floor right now. if my colleagues feel so strongly about support for the troops, there is a very easy answer. and that answer is, to vote for this bill. to vote to support this appropriation. not to try to divert attention, not try to talk about other issues, not to try to talk about the extent to which we haven't reached a deal. we have a bill, we're putting it on the floor, it funds the troops, it ends the damage that's been done by the continuing resolutions. and they ought to vote for it. we ought to pass it. our colle

ms. cheney: i rise in support re-authorizing fisa 702. it is interesting to hear my colleagues talk about unconscionable delay in tactics or the need for regular order. just today on this floor, we have watched once again our colleagues on the other side of the aisle playing games. we have had this particular debate delayed by the games that their members have been playing over the course of the last several hours with motion after motion to adjourn. and that is, mr. speaker, i believe is unconscionable. this is a bipartisan bill. the ranking member of the intelligence committee and the chairman of the intelligence committee worked very hard to come to an agreement. the bill goes too far in terms of beginning the process that we cannot begin of putting walls up. all of us lived through 9/11. and we know, mr. speaker, that one of the things that we saw that day was what can happen when we make it much more difficult for our law enforcement and our intelligence agencies to connect the dots. much more difficult to stop terrorist attacks agai

ms. cheney is probably here somewhere as well. in any event, mr. chairman, when republicans banned congressionally directed spending in 2011, they did so by changing their conference rules, as you know. not by altering the rules of the house. i'm curious whether it is the subcommittee's intention, therefore, to explore whether to recommend a change to the republican conference rules or to the house rules themselves. no matter what the congress does on earmarks, it ought to be done in a bipartisan way. i think all of us agree on that. i've long been, as the press knows, my constituents know, a proponent of congressionally directed spending for reasons i will get to shortly. we call that earmarks, for lack of a better term. however, it is clear in the past, this system was abused. when democrats took the majority in 2007, as you know, we engaged in a serious earmark reform process that introduced transparency and accountability. we changed the rules so that the public could see every item of congressionally directed spending. who the sponsor was, and
