it was a close race, 10-vote lead for david yancy that allowed shelly simonds for a recount. they went through each ballot and then the board there that did the recount, came out with the idea, established the fact that simonds won the election by one vote. she was ready to take her place as a member of the house of delegates but there was one more stage to go and that's where three panel circuit court judge, three different judges, had to review the results of the election and certify the ballot and that's when david yancy's lawyers came forward with one ballot that should have been counted but wasn't. both names were filled in but there was an "x" through simonds name. the person who voted that we don't know who that person is voted for republicans in every other race. the lawyers for david and the republican party arguing that meant that the vote should count and that would mean that would turn the race into a tie. those judges agreed. and that's where we get now to this kind of unique aspect of virginia law with which requires a lock draw to determine the winner. the simo

years ago i was a mentor in the big brother program, and let me tell you, my little brother, philip yancy, i still remember until this day. i thought i was doing a good job by giving some of my time but i tell you i gained much more in appreciation with the challenges this young man had and for the 18 months i was his mentor i hope i made a difference. clearly i know philip made a difference in my life. so it's a two-way street. mentoring is not just helping those young people in our communities, but i will tell you it is a rewarding experience. sadly, still, there are an estimated nine million young people throughout the united states who do not have mentors or positive adult role models as a part of their lives outside of their home and that's why i join with many of my colleagues in co-sponsoring the resolution to make january national mentoring month. we need to raise awareness of significant roles of mentors play in the lives of young people across the united states, and we need to promote programs and the creation and expansion of quality of mentoring programs. lastly, i want to tak
