we're live in center city tonight, i'm cydney long, nbc 10 news. >>> from help with heating bills to groceries, major federal assistance programs are now on the chopping block with president trump's budget proposal. nbc 10's lauren mayk is live in our breaking news center now with more on the big winners and losers from his plan. lauren? >> jim, the budget calls for big changes to health care, for example, again, pushing to repeal and replace obamacare. but when it comes to spending, the department of defense is the big winner, proposing a 13% boost. some of the defense spending would go to additional aircraft and naval ships. also, getting more money in this plan, efforts to combat the opioid crisis. and there is more money for additional border patrol agents. now let's take a look at what's getting less money, where the administration is proposing savings. the budget calls for making medicaid into block grants for the states. it eliminates the lieheap program which helps low-income people to pay electricity bills, and it makes big changes to the food stamps program called snap. rig
