one as city administrator he implemented 3-1-1. he was the one who worked with the deputy city administrator ben rosenfeld who got the call senator off the ground. as city administrate, unfortunately, the events of hurricane katrina happened and he was with the public utilities commission and traveled to new orleans and was with an activist who now the mayor of new orleans and started the life line council. out of that started the neighborhood empowerment network and made sure our city was resilient. when i talk about he didn't just say i have an idea, he rolled up his sleeves writing the standard operating procedures and going back to the department of public works he started the community team event and mohammad was working as the deputy director it's now part of our institution we take for granted it's government. it's his hard work and rolling up his sleeves with great deputies who had many of these events put in place. with that i think we should honor him with the impact award. i think gabe is going to figure that out. >> thank you, naoimi. naoimi and

we have to prevent people from losing their homes and we're doing such great work as a city, when youhink about the move assistance programs, the eviction prevention programs and the grants we have that remove barriers to housing. we're doing that work here in san francisco. in the unfortunate circumstances where people do lose their homes, we have to pursue measures that are successful and proven here in the city of san francisco. such as our homeward bound and navigation centers, truly working to save the lives of people on the streets every day. these centers are a crucial part of the program in san francisco, compassion. but commonsense in addressing homelessness. we cannot allow our residents, those that are living on our streets to live in unsanitary, inhumane tent encampments. nobody is getting better sleeping in a tent at night. we have to do everything we can to get people off the streets and into better lives. since our first navigation center opened, we have taken 2000 people off the streets. with the help of this funding, we're going to open two new navigation centers that

today, represents a huge step in the right direction with the what the city is doing to work and solve issues. mental illness encompasses so many things, conservativeship is not the only solution. we do so much here in the san francisco. those with challenges need our help as a city. we have worked over the years and partnership with mayor lee and his team, first we passed laura's law a number of years ago here in the san francisco with the help of barbara garcia. we have a place where they can go and receive the help they need. but conservatorship is a huge part of the solution and today's celebration is a huge step forward for the san francisco. we are doing things like opening up new beds and places for people to go when they need to come off the streets. we're partnering with other groups and people in sacramento like senator weiner. also, the integrated agency team where we focus as a city, multiple different departments under the 40 most people on our streets, those are the frequent flyers through our health system, our ambulances and police and fire departments, through our hosp

i want to thank the giants for investing in this project, for working with the city, for working with the port. elaine, you're an amazing leader and i've got to thank kimberley brandon and the members of the port commission who spent countless hours listening to public comment, arguing over the details, getting the criticism and look at what we have here today. an amazing project that is doing something we need to do all over the city and county of san francisco. provide 40% affordable housing for low, moderate income families in san francisco. how exciting is that? people who make up to 150% ami. when we think about it, that's a lot of money and it's not a lot of money here in san francisco. those families still can't afford market rate housing in san francisco. it includes some of the city employees. some of the ballpark workers. i want to see the ballpark workers walking across from their housing in that parking lot into the ballpark. is that a promise? yes. the members of local 2 and the folks who make san francisco such a great place. this is a wonderful day, i'm excited and grat

work will be taking place. it's located up at 3rd and evans. it's the city's workhorse plant. as the supervisor said, it was built in the '50s but was really using 1940s technology. this is treating 80% of our waste watter in san francisco, working 24/7. there's not a square inch to move around the site. it's surrounded by residences and businesses to the east and cal tr caltrans to the west. each will have their own contractor and objectives and will be occupying a designated space at the plant. this plant will be operational. it will still have to serve the needs of the city, meeting its permit. needless to say, that's the importance of this project. that's where the management contract comes in. i want to show you a timeline of what those nine contracts look like if we look at a schedule. the red line represent where is we are today. the green bars show the construction durations. very shortly, in this very calendar year, the two biggest contracts will be starting up. we'll have nine contracts going on simultaneously. this next slide shows the locations at the plant that wil
