we need to break the link between identification and authentication. i recently learned of a case in arizona where the mother of a child whose social security number had been stolen was told she neededle to change her daughter's name and last name, first, middle and last name before they get a new social security number but it isn't the social security policy. ex- drug hoops to jump through made up by a field office employee. while i'm happy the little girl eventually got a new number without having to change her name, getting a new number shouldn't be so difficult. it shouldn't take a local news story or a call from a congressional office for social security to do right by those looking for help. identity theft is on the rise, and we must take a hard look at the future of social security numbers, both how it is used and if social security needs to do things differently. we have the responsibility to do all we can to better protect p americans from identity theft. i want to thank the witnesses for being here today, and i look forward to hearing your te

this is a rare opportunity to see this authentic process. what we are doing now is the scratch coat. this material is very hairy with goat hair. it is very sticky. so we're trying to get this coat on. it is about 3/8 thickness. we will leave it for about four weeks to harden and then we will come back and do the next bit. here on the wall exhibit we can describe the same process we are doing on the ceiling. at the top you see the split left. this is the scratch coat that we are putting on the ceilings now. the scratch coat goes through and hangs on. the scratch coat is named for an obvious reason. the plasterer uses a piece of wood and scratches this when it is wet. the purpose of the scratches is for the second coat to bond to this layer. the whole art of lime plastering which has not been done in this country since 1900 -- it is all about the timing. this has to bond to that while it is still wet. that is the art of having somebody who knows lime plastering. the amount of time that it takes to do this on to this varies with temperature and

you have to make sure you have captured the person's voice and that it comes across as authentic. one of the things i do all the time is to take speeches -- and at the top it will say who the speaker is and what the occasion is and the date and place. i put my hand over it and read the speech and figure out if i can guess who is giving the speech. because if you can, that means that person has perfectly captured that moment in time and is the only person who could give that speech. if you write a speech that is completely boilerplate that has no stories in it and nothing that makes it personal, first of all, you bore the audience and you have written a speech that anybody can give hearing the latest speeches are the ones that say, oh no, only abraham lincoln could have given that speech in the months after the civil war," or whatever. that is how i would answer the question page you figure out the moment in time and the person who is speaking and how to best capture it's that is authentic to them. david: i would add to that it is probably a cliche but a true cliche, the best speak
