so when we gave the mta commission or i should say the voters gave the mta commission the ability to legislate, that was a pretty amazing thing. i mean, it's very rare that a bunch of elected officials actually cede power to a bunch of unelected officials. it's important for me to say that. there are second acts in american life, because here i am a decade later getting to talk about it, and i'm actually -- i'm saying that on the eve of this board being asked tomorrow to reconfirm because the mayor appoints, the board confirms two members of the commission. and this is not -- i'm not pointing this at staff -- who at least in this supervisor's case, these individuals have not even reached out to my office. they may have reached out to other offices actually after i brought this up to the mayor's liaison to the board today, which i didn't have to do, but i did. one of those two members reached out. but we are the confirming authority for a shadow legislative branch of government, and those members feel so autonomous, that they don't even have the courtesy or respect to reach out to see

i understand that we should have worked more cooperatively with the city and the sf mta. i'd like to focus on we have followed the law. we met with the city attorney and he believes that our issues were some of our users were not following the law. we think we can solve all of the issues with parking and riding with education and enforcement and some simple things like painting squares on sidewalks for parking. what i'd like to focus on is bird trips can solve car trips. 40% of car trips are under two miles. the average bird trip is 1.5 miles. a bird trip is a fraction of the ride share trip. it's accessible transportation for those who need transportation with zero emissions. we add scooters only when they're used on average three times a day, and every night they're all moved. i read a column in the chronicle on sunday entitled road rage by willie brown and it said i was one of the thousands people stuck in traffic in downtown san francisco this week, and the numbers are growing daily. it took 15 minutes to go three blocks. finally, i started to work. it ended, no wonder

most drivers have given up on the mta and don't bother to go. there was a consultant's report put out in the last couple of weeks, completely dropped the ball, did not discuss it. and this is an issue not only here in san francisco, it's an issue in new york and other places. last week the "new york times" wrote an editorial which entitled what will new york do about its uber problem, and i would like to read you just two sentences from that editorial. says over time the city should consider whether it owes something to drivers who sunk their savings into taxi medallions. many drivers went into debt to buy these permits because the city promised them a monopoly on picking up passengers a promise it has not been able to keep. so, the situation here in san francisco is far worse because these drivers who bought the medallio medallions were on a waiting list, many for 10, 15 years or more, the city pulled away the right to a medallion at a nominal price and forced them to buy these things for $250,000. so, the city needs to do something about this.

so i first wanted to say as the sf mta i support these emerging options. we are happy that the private sector is getting involved and providing innovative new ways for people to get around the city as the scooters provide a last mile solution. we are really excited to see that continue. however, we are proceeding with some cautious optimism because we know that there are potential issues with this and have been issues on the streets and we want to make sure that as we step in as a governmental agency we have the opportunity to make sure these things are meeting the public interest. so a little bit of background on the scooter system themselves. you may have seen these on the streets. they have been out there for just about six weeks in san francisco and in a few other cities in the u.s. a little bit longer. they are really new. it's a new model. it's similar to what you see in our dock less bike share system, you use the app to find a scooter near you and to unlock the scooter and then you can drive it to your final destination which you don't need to have

i want to thank the mta for san francisco people struggling. ill help them as they find themselves in a desperate situation. people for example like pamela who is a disabled senior who got her car towed for the first time for her 49 year driveing drive -- driving history. she paid it was unable to pay her rent and the citation and was worried she would be evicted. she went to project homeless connect who i believe was able to help her pay her rent and citation to prevent her eviction. the reforms that are before you today would have made a big difference for pamela. people living in poverty have a hard time coming up with the couple hundred dollars all at once. these reforms before your will significantly lower tow fees and boot fees for people under 200% of the federal poverty line and allow people to pay off their citations that led to the tow or boot over time through a payment plan or by doing community service. it's my understanding the these reforms would have been in place pamela would have needed to come up with half of what she did and
